Job Description:

The Texas Health and Human Services Commission (HHSC) is seeking a Systems Analyst 3 to support the development and enhancement of a data integration hub. The candidate will work within an agile team to design, develop, and implement data solutions that support performance metrics and business intelligence.

Responsibilities:

• Lead agile development teams and serve as a technical leader.


• Acquire and integrate data from various sources (Oracle, SQL Server, Excel, Access, PDF).


• Develop complex SQL scripts and automate ETL processes using Informatica Power Center/IICS.


• Design and implement dimensional data models and materialized views.


• Collaborate with architects and data engineers on optimal data design.


• Validate and verify SQL scripts, Informatica workflows, and database views.


• Participate in sprint ceremonies and requirements/design sessions.


• Create mockups and technical documentation.


• Support deployment, operations, and enhancements of the data integration hub.


• Ensure compliance with security and data privacy standards.

Minimum Qualifications:

• 8+ years of experience with:
  
  
  
  • Informatica Power Center/IICS for ETL automation.
  
  
  • Data integration from multiple sources for Tableau.
  
  
  • Complex Oracle/Snowflake SQL scripting.
  
  
  • Systems analysis for data analytics or warehousing.
  
  
  • Technical writing and diagramming (Visio, Erwin, MS Office).
  
  
  • Software platform planning across organizational units.
  
  
  • Writing efficient, testable code using best practices.
  
  
  
  

Preferred Qualifications:

• 6+ years: Strong communication and multitasking skills.


• 4+ years: Agile team experience, healthcare data security, BI tools, Python scripting, JIRA, HHS agency experience, handling PII/PHI.


• 2+ years: Java/JavaScript, REST/SOAP web services, CI/CD with GitHub Actions, Mulesoft, C# development.


• Bachelor’s degree in Computer Science, Information Systems, or related field (or equivalent experience).

Additional Requirements:

• Must pass a criminal background check.


• Must sign HHSC Acceptable Use and Integrity Agreements.


• Must complete cybersecurity training.


• Must already reside in Texas (no relocation candidates).


• May be required to work evenings, weekends, or holidays.
