This is a union position under the direct supervision of the IT Director. The Systems Engineer's role is to ensure the stability, integrity, and efficient operation of the in-house information systems that support core organizational functions. This is achieved by monitoring, maintaining, supporting, and optimizing all networked software and associated operating systems. The Systems Engineer will apply proven communication, analytical, and problem-solving skills to help identify, communicate, and resolve issues to maximize the benefit of IT systems investments.

Examples of Duties

ESSENTIAL FUNCTIONS:
Strategy and Planning
Collaborate with staff to ensure smooth and reliable operation of software and systems for fulfilling business objectives and processes.
Work with executive team members, decision makers, and stakeholders to define business requirements and systems goals, and to identify and resolve business systems issues.
Acquisition and Deployment
Design and deploy new applications and enhancements to existing applications, software, and operating systems.
Perform cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions.
Conduct research on software and systems products to justify recommendations and to support purchasing efforts.
Interact and negotiate with vendors, outsourcers, and contractors to secure system-related products and services.
Operations
Gauge the effectiveness and efficiency of existing systems; develop and implement strategies for improving or further leveraging these systems.
Propose and create system design models, specifications, diagrams, and charts to provide direction to management.
Design and perform server and security audits, system backup procedures, and other recovery processes in accordance with the city's disaster recovery and continuity strategies.
Integrate servers, including database, e-mail, print, and backup servers and their associated software into enterprise systems.
Ensure system connectivity of all servers, shared software, groupware, and other applications.
These duties are not inclusive of all duties, and as such, this position may perform other duties as assigned.
Typical Qualifications

Education and Experience:
Bachelor of Science in Computer Science or Information Systems; or five years supporting personal computers/supporting network systems or an equivalent combination of education/experience that provides the required skills, knowledge, and abilities. Must be able to pass a full background check.

Licensing and Certification:

Valid Washington State Driver's License with driving record free of serious or frequent violations.
Supplemental Information

Knowledge, Skills, and Abilities:

Extensive knowledge of local and wide area networks, including Unix, Linux, current Microsoft operating systems, and a wide variety of personal computer software products such as Scripting, Windows, Excel, Word, SQL and basic office applications. Basic PC and local wide area network connectivity issues, including the setup and configuration of routers, switches, wireless access points, VOIP systems, and related software.
Experience with the setup and configuration of virtual computing environments, such as Vmware or Microsoft HyperV.
Experience in software deployment, MDM, and Windows imaging tools.
Have the knowledge to proficiently use materials, tools, equipment, and techniques standard to the profession for installation, problem diagnosis, maintenance and repair of personal computers and local and wide area networks.
Periodically accesses sensitive information required to perform job tasks, requiring the ability to maintain confidentiality.
Ability to read, analyze, and interpret general business periodicals, professional journal, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to resolve common complaints and problems associated with the use of local and wide area networks, personal computers, and software; knowledge of resources available to assist in solving basic local and wide area network hardware, software, and communications problems. Identify, analyze, and correct hardware, software, topology and wiring and user problems with personal computer hardware and established City standard PC software packages.
Ability to communicate effectively, both orally and in writing; in clear, concise language appropriate for the purpose and parties addressed. Use tact, discretion, and courtesy to gain the cooperation of and establish and maintain effective working relationships with public officials, consultants, vendors, co-workers, other departments, and diverse members of the public.
Ability to work independently or cooperatively as a team member.
Ability to recognize the importance of rapid resolution to problems as they arise.
Ability to maintain accurate software and hardware inventories.
Ability to learn and implement new software and operating systems as the need arises.

While performing the duties of this position, the individual is occasionally exposed to risk of electrical shock.
