General Summary: Under the general supervision of the City Manager, the Tax Specialist plays a key administrative role in overseeing accounting records, managing payroll accounts, and maintaining financial records while ensuring compliance with municipal finance regulations. This position is responsible for administering income and property taxes, processing fund investments, supervising office personnel, and providing financial information to the public in a professional and transparent manner.


 


Job Duties & Responsibilities: 



  • Assist in all aspects of property tax administration, including entering assessment changes and tracking collections.

  • Performs accounting records functions, maintains investment ledgers, and processes fund investments.

  • Makes deposits and monitor bank accounts for incoming ACH payments, grants, and disbursements.

  • Manage payroll accounts, maintain check registers, and process property tax reimbursements. Ensure timely transfer of funds and prepare special assessment bills.

  • Participate in annual budget review, preparing financial forecasts for the Treasurer’s Office.

  • Monitor collection strategies for taxes, receivables, and delinquent accounts.

  • Ensure compliance with state reporting, GASB guidelines, and delinquent tax settlements.

  • Represent the Treasurer’s Office in meetings with various city departments and commissions.

  • Implement tax code updates and coordinate municipal finance technology solutions.

  • Supervise Treasurer’s Office staff and oversee operations in the Treasurer’s absence.

  • Manage year-end general ledger close and audit preparation.

  • Prepares various daily, monthly and annual reports for the Treasurer’s Office. Tracks revenue and refunds, compiles data and prepares reports for budget purposes.

  • Other duties as assigned.


 


Preferred Experience Requirements:



  • Minimum of two (2) years of experience in accounting, with at least one (1) year in a supervisory role preferred.

  • Comprehensive knowledge of accounting principles, municipal finance, and tax collection procedures.

  • Familiarity with state statutes, investment laws, and financial reporting requirements.

  • Proficiency in office management, personnel supervision, and financial software systems (e.g., BS&A).

  • Strong analytical skills, attention to detail, and the ability to perform mathematical computations with accuracy.

  • Excellent communication skills, both written and verbal, with the ability to interact professionally with the public, city officials, and external agencies.

  • Ability to work independently, exercise sound judgment, and maintain confidentiality.


 


In addition to the above requirements, all City positions require: the ability to read, write, speak and understand the English language as necessary for their positions; the ability to follow written and oral instructions; and the ability to get along with other employees and members of the public. City employees are also expected to possess and maintain a record of orderly law-abiding citizenship, sobriety, integrity and loyalty as it pertains to and reflects upon their employment with the City; and must be physically and mentally able to perform the essential duties of their position without excessive absences. Additionally, the successful applicant will have a valid driver's license, a good driving record, and access to reliable transportation. City staff should not be delinquent on their tax or water bills.


  


Minimum Education Requirements: 



  • Associates degree in Business Administration, Accounting, or a related field, or an equivalent combination of education and experience.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. The role requires regular communication in person and by phone, data entry, reading documents, and using standard office equipment. Use sight to read and prepare documents and reports.
