The Legal Department (LEG) of the International Monetary Fund (the Fund) is seeking to fill a one-year contractual Technical Assistance Officer (Financial Sector Expertise) position in its Financial Integrity Group (FIG), which implements the Fund’s strategy on anti-money laundering and combating the financing of terrorism (AML/CFT). The position will support FIG’s surveillance, assessment, policy, and capacity development work on financial integrity. This position is based at the Fund’s headquarters in Washington, DC. Travel to Fund member countries is expected.

The Fund is an international organization with a membership of 191 countries. In fulfilling its mission, the Legal Department provides top-quality, professional advice to the Fund's Board of Governors, Executive Board, management, and staff, and to the authorities of member countries on Fund law and policy, financial integrity issues, Fund-related administrative issues, and domestic legal and operational policy issues relevant to the Fund's mandate. The Legal Department employs mainly Counsels and Financial Sector Experts.

The primary objective of the Legal Department’s FIG is promoting and preserving financial integrity in member countries, which contributes to the Fund’s goal to achieve sustainable growth and prosperity for all of its member countries. FIG is composed of two Financial Integrity Divisions with similar portfolios. The successful candidate will be assigned to one of the two divisions.

The Fund's Legal Department offers a unique opportunity to contribute to strengthening and fostering global, regional and country efforts in financial integrity, including AML/CFT, with a view to promoting the integrity of the international financial system.

  • Contributing to FIG’s capacity development activities, including participating in inter-disciplinary missions, providing technical inputs to project managers, and supporting capacity development events and trainings.
  • Undertaking research and analysis on policy and technical issues in the financial integrity area, contributing to the drafting of policy papers, articles, and publications, including handbooks issued by the Department, and reviewing briefing papers and reports to ensure clarity and consistency with established Fund policies.
  • Contributing to the assessment of countries’ implementation of the international AML/CFT standard, carrying out related pre-assessment technical assistance, research and post-mission work, and contributing to the Division’s review of draft assessment reports prepared by Fund staff or other assessor bodies.
  • Gathering, analyzing, and interpreting AML/CFT-relevant data, and maintaining related internal databases.
  • In the context of bilateral Fund surveillance, Fund-supported programs, and the Financial Sector Assessment Program, contributing financial integrity inputs for a group of countries, including by reviewing relevant internal documents, preparing briefings for discussions with country authorities, participating in relevant meetings with country teams, and keeping abreast of developments in the Fund’s relations with these countries.
  • Conducting analyses of countries’ money laundering (ML), terrorist financing (TF), and proliferation financing (PF) risks and context, and of their AML/CFT regimes, including by managing country information resources and monitoring media reports for AML/CFT-related matters.
  • Contributing to fostering a global dialogue on financial integrity issues, in coordination with relevant regional and global partners.

In addition to the above, the selected candidate may carry out other assignments as instructed by the Head or Deputy Head of the Division.
