Job Description - Technical Services Senior Advisor

Buckeye Partners is currently seeking a

Technical Services Senior Advisor

with experience in project scope, technical design, and project controls preferably with construction projects in the Oil & Gas Industry to support our growing team!

Role Summary:

The Technical Services Senior Advisor will work with the broader project team to assure projects develop and abide within proper accordance to industry and Buckeye technical standards. This position will support the broader project controls function with a focus on the project development. Sound project development will support proper scope definition which in turn will support proper project costing and scheduling once in execution. The Technical Services Senior Advisor will support both the project development team with complex feasibility efforts and active in-flight projects managed by the execution project team. The role will also lead and support department process improvement initiatives such as estimating tools, project Debrief, portfolio reporting, etc.

Essential Duties & Responsibilities include:

Key Functions

Targeted resource for leading and supporting company feasibility efforts inclusive of scope development, engagement with key project stakeholders (internal and external), project budget development and schedule development

for complex terminal and large, high complexity pipeline projects.
Assist with developing and managing project budgets and project reporting activities using project management software and/or other cost / accounting software.
Assist with developing the administrative control over projects including establishing a work breakdown structure, design controls, budget setup and tracking, forecasting, and change management.
Support project estimate reviews before key funding gates with a focus on scope maturity and technical design.
Key contributor to the risk management process by identifying and mitigatingrisk potentials to feasibility efforts and the active project portfolio.
Key contributor to the development and execution of Project Health reviews and Project Debrief with a more holistic approach beyond the traditional controls space to include areas such as design, safety, operations integration, etc.
Key Liaison with other Technical Services groups such as supply chain for analyzing strategic sourcing opportunities for various project/portfolio needs.
Promote the maintenance of all relevant project records to ensure strict control over the project and availability of required information.
Assist with the implementation of project controls manual.

Key Professional Skillsets
Contracts and Negotiation :

Advanced negotiation experience with project agreements and construction contract/subcontract agreements.
Contractor administration and review of contractor cost reporting and progress
Project Controls
Advanced comprehensive Project Controls experience including cost, earned value, change, schedule, and documentation.
KPIs and Analysis
Advanced KPI Analysis, Reports, and Project Updates for Leadership. a
Position Requirements:

Bachelor's degree in engineering, Construction Management or related field.
Master’s degree preferred.
A minimum of 15 years direct project experience.
Background in project design and controls in midstream oil and gas industry is preferred.
Proven experience and knowledge in project design and project controls is essential.
Must have field experience to facilitate and produce detailed construction schedules and interface those construction schedules with engineering and procurement activities.
Computer literate with a strong knowledge of word processing, and spread sheet package is a requirement, together with knowledge of database or project management packages.
Hands-on team player, fostering a sense of team building.
Certificates & Licenses:

Valid driver’s license
PMP and PE preferred
TWIC preferred

Essential Functions:

This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.
This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
This position requires compliance with all personnel policies.
Physical & Safety Requirements:

Normal office environment with occasional construction site visits as needed
