Position Overview

RIVA Solutions is seeking a Technical Specialist to provide business and technical operations support to the National Oceanic and Atmospheric Administration (NOAA) under the NEITS program. This role directly supports NOAA’s N-Wave mission—an enterprise high-performance network connecting research centers, observational platforms, and mission operations across the nation.

This hybrid business–technical role supports program analysts, program managers, and telecommunications/network engineering teams. The selected candidate will combine business operations expertise with foundational technical understanding to support budgeting, acquisition activities, and lifecycle and process improvements across the N-Wave mission.

This position is ideal for someone comfortable engaging technical engineering teams while driving program operations, business process optimization, and acquisition documentation.

Core Responsibilities

  • Provide comprehensive program support across budgeting, financial tracking, acquisitions, and business operations.
  • Assist in developing, maintaining, and monitoring program budgets; identify risks and recommend mitigation strategies.
  • Coordinate internal meetings with technical and program stakeholders, including agendas, meeting minutes, and action item tracking.
  • Track and manage N-Wave program milestones, deliverables, dependencies, and operational timelines.
  • Collaborate with telecommunications and network engineers to gather technical information supporting planning, reporting, and process improvements.
  • Support process optimization using Scrum, Kanban, or other workflow management methods.
  • Provide acquisition lifecycle support including drafting SOWs, IGCEs, requirements documentation, and market research summaries.
  • Ensure all deliverables are submitted initially in draft form for government review and approval.
  • Use Smartsheet to manage workflows, track tasks, maintain documentation, and generate reports.

Minimum Qualifications

  • U.S. Citizenship with the ability to obtain a Public Trust.
  • Bachelor’s degree (BA/BS) in business, finance, engineering, IT, or related field.
  • 5+ years of experience providing program analysis, business operations support, or technical support in federal or enterprise environments.
  • Demonstrated experience in budgeting, finance, acquisitions, or lifecycle management.
  • Strong analytical and organizational skills with the ability to manage multiple efforts simultaneously.
  • Excellent communication skills and attention to detail.
  • Proficiency in Smartsheet and Microsoft Office Suite (Excel, Word, PowerPoint).

Preferred Qualifications

  • Knowledge of telecommunications and/or network engineering concepts (strongly preferred).
  • Experience supporting NOAA, N-Wave, or other mission-driven federal science or research organizations.
  • Understanding of federal acquisition lifecycle processes and documentation standards.
  • Experience drafting IGCEs, market research summaries, requirements packages, or SOWs.
  • Experience applying Lean or continuous improvement methodologies to improve business processes.
  • Experience supporting geographically distributed or hybrid federal program teams.

Salary Range

Up to $105,000 depending on experience
