Role

Under general direction, manages, plans, and coordinates the activities of the assigned IT business unit; researches and analyzes trends in technology, provides solutions to address technology and business needs, and manages staff and financial resources.

Major Duties, Responsibilities

Enforces and monitors compliance with IT policies and procedures. Prepares and monitors budget for the assigned IT business unit. Interfaces with county department customers and determines solutions meeting best practices standards. Participates in budgeting, departmental policy development/maintenance, and quality improvement activities for the organization.

Assists senior management in developing strategic goals, standards, protocols, and procedures.

Participates in the evaluation of new software, hardware, and systems. Prepares requests for proposals (RFP) and reviews submitted proposals.

Supervises assigned staff and manages multiple concurrent work assignments.

Directs the work of and manage staff of assigned unit.

Participates in interviewing and the selection of new employees. Provides training and instruction and evaluates ongoing training needs.

Assigns tasks, reviews work, and prepares employee performance evaluations.

Provides input regarding employee transfers, promotions, and disciplinary actions. Serves as the point of contact and subject matter expert for IT system related projects with internal customers and outside vendors, including the coordination of contracted IT consultants. Performs other job-related duties as assigned.

Minimum Qualifications

Education:
Bachelor's Degree in Information Systems or closely related field.

Experience:
A minimum of five (5) years of experience in IT management, staff development, organizational budgeting, personnel management, and/or related field(s). An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.

Additional Requirements:
Must possess a valid Arizona driver's license.

Technology and practices as they relate to large complex data, voice, and multimedia networks; distributed servers and cloud technologies; multi-vendor equipment and software environments.

System/software design, analysis, integration, and implementation. Business English, spelling, grammar, punctuation, and composition. Clerical office practices and procedures. Research techniques and report writing. Current Microsoft Office software. Filing and recordkeeping.

Performing and developing business studies, project documents and other required documentation. Effective management techniques. Preparing and managing a budget. Preparing and analyzing data. Reviewing staff performance and preparing documentation. Customer service and problem resolution. Preparing and presenting information to staff and both small to large audiences. Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees. Organization and adherence to detail.

Ability to:
Collaborate with other Information Technology Services staff to ensure that assigned tasks are completed accurately, in a timely manner.

Provide exceptional customer service, demonstrating tact and diplomacy. Communicate effectively in person, telephonically, and in writing. Prioritize work, meet deadlines. Motivate and coach junior staff. Manage conflict resolution. Maintain professional and technical knowledge through training, publications, or conferences. Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public. Keep management informed of key operating issues affecting the department. Remain current in knowledge required to perform assigned duties.

Handle confidential matters and maintain discretion always. Work professionally and effectively with co-workers, clients, victims of crime, witnesses, and the general public. Act with courtesy, tact, and diplomacy.

Work Environment:
The work environment is associated with an office or County vehicle. The work area is adequately lighted, heated or cooled and ventilated.

Physical Requirements:
Ability to sit or stand for extended periods of time, bend, stoop, kneel, crawl under desks, and walk on uneven ground. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effectively in person and telephonically. Standing and walking between work areas is frequently required. Capable of frequent repetitive movement of arms, fingers, and wrists. Capable of occasionally lifting up to 40 pounds.
