Job Description - Tenant Advocate

Job Description

The Office of the Tenant Advocate (OTA), established pursuant to Local Law 161 of 2017, serves as a resource to tenants who are affected by work in occupied multiple dwellings.

Under direction, the Tenant Advocate shall:
- Manage staff directly involved in the intake and evaluation of complaints from the public regarding construction work in occupied multiple dwellings.
- Advise tenants of their rights during such construction work.
- Respond to inquiries regarding Tenant Protection Plans (TPP) and other general inquiries related to construction work in occupied multiple dwellings.
- Act as a liaison to facilitate inspection requests through the various Departmental units.
- Makes external referrals to City and State agencies as necessary.
- Ensure the office's timely response to comments, questions and complaints concerning construction in occupied multiple dwellings.
- Represent the Agency at various Task Force and Cabinet meetings.
- Engage with external stakeholders to promote awareness of the Office of the Tenant Advocate and develop outreach programming.
- Oversee staff to ensure monitoring of TPPs for compliance with all applicable Construction Codes and related laws and rules.
- Evaluate the effectiveness of current policies and propose new ideas designed to protect tenants from unlawful construction.
- Track the work conducted by the office and prepare quarterly reports on the office's activities.

MINIMUM QUALIFICATION REQUIREMENTS
1. A baccalaureate degree from an accredited college or university and four years of satisfactory, full-time experience in tenant advocacy, at least two (2) years of which must have been in an administrative, managerial, executive, consultative, or supervisory capacity; or
2. Education and/or experience equivalent to “1” above. However, all candidates must have at least two (2) years of experience in an administrative, managerial, executive, consultative, or supervisory capacity as described in “1” above.
Examples of experience in tenant advocacy are assisting tenants affected by construction work in occupied multiple dwellings engage with government agencies, educating tenants on their rights, monitoring Tenant Protection Plans (TPPs), representing tenants in disputes with landlords, providing legal assistance or representation for tenants, and advocating for policies to improve housing conditions.

REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.
