BASIC FUNCTION


The position supports the mission, goals, and objectives of the Vermont State Colleges (VSC). The VSC is comprised of four institutions, three of which merged and became the Vermont State University on July 1, 2023. The Title IX and Protected Rights Coordinator has primary responsibility for managing Title IX and protected class discrimination functions in the Vermont State University. The position is responsible for managing and executing policies and programs which relate to protected categories under applicable laws and regulations, including Title VI, Title VII, Title IX, VAWA, Section 504, ADA, ADAAA and other federal and state anti-discrimination laws, and requirements. The position also supports initiatives to address equity issues at the VSU. The Title IX and Protected Rights Coordinator collaborates with and provides advice to VSC leadership, managers, Human Resources, and others to address compliance matters.


CHARACTERISTIC DUTIES & RESPONSIBILITIES



  • Manage and execute Title IX policy to ensure compliance with Title IX, VAWA and other relevant laws, regulations, and guidance.

  • Ensure the availability of accessible methods to report alleged discrimination.

  • Receive and review all alleged discrimination complaints reported and/or filed by individuals pursuant to applicable VSC Policies and applicable law.

  • Respond to all complaints of alleged discrimination, arrange interim measures and remedies as appropriate, and maintain records of all complaints of alleged discrimination.

  • Conduct initial information-gathering and assignment of investigators, as well as oversee and supervise investigators, Deputy Title IX Coordinators, and other Title IX staff.

  • Oversee and manage proceedings regarding formal complaints of alleged sex discrimination as required by the VSC’s policies and applicable law, providing all parties involved with pertinent information regarding their rights and the grievance process.

  • Train Deputy Title IX Coordinators and all personnel involved in work related to Title IX compliance, including investigators and hearing officers, as required by applicable law.

  • Develop and execute trainings for staff to comply with Title IX and anti-discrimination policies.

  • Develop and support trainings for students to foster a culture of compliance with Title IX ad anti-discrimination policies.

  • Facilitate or mediate disputes and provide anti-discrimination training.

  • Organize and maintain an electronic filing system.

  • Identify, assess, and address any patterns apparent from a review of reports of alleged sex discrimination.



    SUPERVISION RECEIVED


    General supervision is received from the Chief Culture and Compliance Officer.


    MINIMUM QUALIFICATIONS


    Master’s degree in an appropriate discipline, plus at least 5 years of relevant Title IX management experience or a combination of education and experience from which comparable managerial and leadership knowledge and skills are acquired. Necessary attributes include:



    • Knowledge of relevant federal and state laws and regulations.

    • Knowledge of and skill to independently conduct, plan, organize, and lead collaborative processes, and preparation of reports and recommendations.

    • Knowledge of and ability to manage compliance reports, such as the Clery Act Annual Security Reports.

    • Ability to contribute to a collaborate environment.

    • Skills in problem-solving and conflict resolution.

    • Excellent interpersonal skills, including the ability to address stressful situations.

    • Effective written and verbal communication skills.

    • Ability to work effectively in both a team setting and independently.

    • Strong presentation and facilitation skills to lead trainings and to effectively engage individuals in a group setting.

    • Ability to work well with people from diverse cultures and backgrounds.

    • Demonstrated success working with individuals and groups representing a wide range of diverse cultural, geographic and socioeconomic backgrounds.

    • Ability to protect confidentiality in all matters.

    • Ability to work in the Montpelier, VT office with occasional travel around the State.

    • Able to manage time-sensitive matters and deadlines in a fast-paced environment.

    • A general understanding of higher education or public entity organizational structure and administrative operations is desirable. This position is non-bargaining unit.


    Location: Any of the five Vermont State University campuses with possible travel to other campuses; remote or hybrid work arrangements are possible.


    COMPENSATION: The budgeted compensation for this position is $72,000-$75,000.
