GENERAL DESCRIPTION
The IT Quality Assurance Lead reviews and monitors a variety of quality assurance activities to determine compliance with test plan standards, policies and procedures, and established requirements.
Performs highly complex (senior-level) services and technical assistance work for IT Department.Primary focus is the creation of test artifacts, including but not limited to test plans, test cases, and test results. Focus on leading overall testing of IT projects to include functional and system testing, accessibility testing, performance testing, vulnerability testing, and other tests required prior to deployment of a project. Additionally, this position requires collaboration and verification of contracted projects to ensure TJJD receives the correct requested product based on project requirements as well as perform and/or support User Acceptance Testing when required for a project.
Works in collaboration with division management, to determine the scope, objective, process and deliverables of test artifacts as required for each project.
Works under limited supervision with considerable latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week and be on-call.
ESSENTIAL FUNCTIONS
Collaborates with management to determine the scope, objective, process, and deliverables for each TTJD IT project.
Serves as Team Lead for IT Quality Assurance Testing programs through the review of the use of established technology and systematic data; rules and standards, state and federal laws, and established reporting requirements.
Prepares detailed and comprehensive project test reports for the department chief information officer, and stakeholders; develops and/or reviews corrective action plans as needed; assists to ensure follow-up corrective actions are completed in a timely manner.
Collaborates in the development of QA methods and tools to address changes to standards, to evaluate trends, and to resolve problems.
Provides training to IT staff; collaborates with management to assist in providing guidance and technical assistance.
Participates in research projects and gathers statistical data for the agency or division necessary for long-range test planning and operation.
May summarize and evaluate the effect of various standards, policies, and regulations; advises the agency or division of responsibilities and possible solutions.
Provides input into the performance appraisals/evaluations of specialists upon request.May participate in IT Division hiring and selection process for TJJD IT quality assurance staff.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures.
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.
Qualifications:
MINIMUM QUALIFICATIONS
Bachelor's degree with major course work in the Information Technology field, or 15 years of full-time wage-earning experience leading test efforts for projects with preference to experience in a criminal justice domain.
Preferred: Ten years of experience in quality assurance monitoring.
Experience and Education Substitutions:
One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis. Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience. Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience. Pro-rated part-time experience may satisfy the experience requirements.
Note:Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.

Keep abreast of innovations and improvements in job training and job readiness programs relevant to juvenile corrections. Lead, train, and evaluate staff and assess skills. Communicate effectively, both verbally and in writing. Develop, evaluate, interpret, and apply policies, procedures, and regulations. Work in excess of 40 hours per work week and travel on a flexible schedule as needed.
