Who We Are & What You’ll Do

The Department of Transportation and Infrastructure (DOTI), through its employees, enhances the quality of life in Denver by efficiently delivering effective, high quality, safe and equitable public infrastructure, and services.

For more information, please visit the DOTI website.

DOTI’s Commitment to Equity:

  • DOTI is committed to providing attention and resources to the areas, assets, and people of the city with the greatest need through equitable contracting, equitable investments, and equitable workforce development.

  • DOTI’s culture revolves around four key principles: (1) Invest in Our People, (2) Operate with Discipline, (3) Use Data to Drive Decisions, and (4) Deliver Results.

DOTI is seeking an innovative and outward-facing transportation professional to serve as the manager of the Transportation and Mobility Engineering team - a high-performing team responsible for ensuring the safety, performance, and reliability of Denver’s transportation system.

This position will champion Vision Zero and the Safe Systems approach, bringing both deep technical expertise and proven leadership skills to foster innovation, and support staff’s growth and development.  The successful candidate will provide public representation for DOTI—serving as a visible, trusted voice both internally and in the community.

This position will report directly to the division Director / City Traffic Engineer (CTE). It will be a member of DOTI’s Core Leadership Team and will work closely with the CTE and Deputy CTE to deliver the following services:

  • Safety engineering and design

  • Policy, standards, rules, and regulations

  • System optimization and performance management

  • Traffic regulation and control

  • Customer service and public engagement/representation

  • Technical subject matter expertise in traffic and transportation engineering for all modes

Key responsibilities are expected to include:

Team Leadership & Management

  • Lead, supervise, and develop a team of engineers, analysts, and technical professionals.

  • Set team priorities, allocate resources, and manage budgets and business planning.

  • Foster a culture of innovation, collaboration, inclusion, and continuous improvement.

  • Provide mentorship, coaching, and technical guidance across the organization.

Collaboration & External Representation

  • Build and maintain strong partnerships across DOTI, city departments, and external agencies.

  • Represent DOTI in public forums, stakeholder meetings, policy discussions, and media engagements.

  • Serve as a visible ambassador for the division—comfortable speaking publicly and advocating for transportation initiatives.

  • Support and/or lead coordination with regional, state, and federal partners, as well as community organizations.

Safety Innovation & Engineering

  • Work collaboratively with DOTI’s Vision Zero team to implement Vision Zero and Safe Systems projects, including systemic safety programs and data-driven risk mitigation.

  • Develop and implement citywide safety strategies, policies, and standards across all modes.

  • Establish and track performance metrics related to safety, mobility, and system effectiveness.

  • Advance and refine traffic and transportation engineering policies (e.g., speed management, multimodal design guidance, mitigation practices, maintenance of traffic for construction).

  • Improve system operations through enhanced signal timing strategies, congestion mitigation, and multimodal performance optimization.

  • Ensure compliance with applicable standards (e.g., MUTCD, AASHTO, ADA, and state regulations).

  • Support long-term system reliability, maintenance, and asset management.

What You’ll Bring

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Deep technical expertise in traffic engineering, multimodal design, and system operations.

  • A forward-thinking, innovative mindset with a track record of implementing new approaches.

  • Strong political acumen and ability to navigate complex, high-visibility issues.

  • Comfort serving as a public-facing leader — extroverted, engaging, and persuasive.

  • Commitment to equity, accessibility, and creating safe, inclusive transportation systems.

  • Ability to work effectively in matrixed, cross-functional environments.

  • Exceptional interpersonal people-management and consensus-building skills.

Required Minimum Qualifications
