Job Summary

The Traffic Signal Technician is an entry level technician for those seeking to become Traffic Signal Technician, Senior if applicant meets qualifications. Workers in this position will contribute to traffic signal, railroad, and ITS operations and maintenance while advancing skills toward the senior level. The position reports to the Traffic Signal Team Supervisor. The Traffic Signal Technician or Senior position have no supervisory responsibilities. The Traffic Signal Technician, Senior will also provide direction. Incumbents will remain at the Traffic Signal Technician until they meet the minimum qualifications for the Traffic Signal Technician, Senior level.


During the probationary period of 6 months, new hires will gain a broad understanding of what the signal technician or senior roll plays in the success of the division.


Please note: this position may be filled at the level of Traffic Signal Technician or Traffic Signal Technician, Senior based on qualifications, skills and abilities.

Qualifications

Education and Experience:

High School Diploma or G.E.D. and at least one of these qualifications;

· A minimum of six months working experience in a position performing skilled electronic technology work; or

· Completion of a two-year college program leading to a degree related to electronic technology; or

· Valid Electrical License in the state of Washington as a Non-Residential Maintenance Electrician License (EL-07) or higher; or

· Military training and experience in a technology Military Occupational Specialty (MOS) related to electronic technologies; or

· International Municipal Signal Association (I.M.S.A.) Level I Certification for Traffic Signal Technician: or

· Equivalent combinations of education and experience may be considered.

Incumbents must obtain the I.M.S.A. Level I Certification for Traffic Signal Technician within one year of date of employment.

Knowledge of:  traffic control systems including the installation and maintenance procedures for traffic signals and intelligent transportation system (ITS); Municipal on Uniform Traffic Control Devices (MUTCD); standard practices, materials, tools and equipment of the signal electronics trade; and Local Agency Procedures/ Standard Design Principles

Ability to:  resolve traffic signal safety and efficiency problems in the field; prepare written reports, and maintain logs and records systems performance and work performed; to review drawings and plans to help identify and design traffic signal systems necessary to meet legal requirements, control traffic, and meet safety requirements; monitor and maintain a parts inventory and to compute quantities and costs of supplies; follow written and oral instructions and to express ideas effectively orally and in writing; Develop and maintain collaborative and respectful working relationships with team members and external personnel. Provide high level of customer service.

It is policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression.

Examples of Duties

Duties may include but are not limited to the following:

· Operate a variety of tools, circuit testing and motor vehicle equipment including a bucket truck to install, maintain and repair traffic signal, railroad crossing, and flashing school sign systems, set wood poles and guy anchors, install guy and span wire cables.

· Maintain an inventory of parts and supplies in support of street and railroad traffic signal maintenance and emergency repair, recommends adequate inventory levels and orders supplies as necessary.

· Locate street light, ITS, and railroad traffic signal wiring for contractors and utility companies.

· Prepare written reports and maintain logs and records on a variety of traffic safety and statistical data in support of established monitoring programs and projects.

· Provide routine traffic data and information to internal and external personnel concerning street and railroad traffic signal and flashing school speed limit sign maintenance and operational activities.

· Operates a variety of equipment (man-lifts, trucks, tools, etc.) to perform installation, maintenance and repair of traffic control systems, makes approved splices, pulls cable, solders, hangs and terminates cables.

· Assists in the design and construction of specialized traffic signal devices and systems to meet traffic control and safety concerns presented by County roadways either in existence, being constructed, or proposed in land development, annexation, and related applications.

· Ensure signals are visible to traveling public through vegetation removal and similar methods.

· Performs other related duties as assigned.

Retirement Information

All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
