Transit Exercise Facilitator / Controller

PEMCCO is seeking a Transit Exercise Facilitator / Controller to support the planning and execution of HSEEP-compliant emergency exercises. This role is responsible for assisting with tabletop and functional exercises, facilitating structured discussions, and supporting real-time exercise coordination across multiple transit modes. The ideal candidate brings both emergency management knowledge and transit familiarity to ensure exercises are operationally meaningful and effectively executed.

Essential Functions 

• Assist in planning meetings (IPM, MPM, FPM, C&O, MSEL meetings).


• Facilitate tabletop exercises and support functional exercise execution.


• Coordinate exercise logistics and participant flow.


• Serve as exercise Controller or Evaluator.


• Support hotwash sessions and capture observations.


• Ensure alignment with HSEEP guidance.


• Support documentation development and evaluation reporting.


• All other duties as assigned.
  
  

Competencies   

• Working knowledge of HSEEP doctrine and FEMA exercise design principles.


• Strong facilitation and public speaking skills.


• Ability to manage multi-agency discussions.


• Organized and detail-oriented.
  

Required Qualifications

• Bachelor’s degree in Emergency Management, Public Safety, Transportation, or related field.


• Minimum of 5 years of experience in emergency management or exercise support.


• ICS/NIMS training required.
  
  

Preferred Qualifications

• HSEEP certification or completion of IS-120 and IS-130.


• Experience facilitating transit-focused exercises.

Compensation
•  $45 – $58 hourly, depending on experience, ability, and capability.
