Job Description - Travel Services Advisor (1682)


OVERVIEW:

Assists with and coordinates internal export guidance and analysis for programs within the Aramco Services Company (ASC) Procurement & Logistics Department (P&LD).  Assists with training personnel to further ASC’s trade compliance initiatives and works with third parties to ensure all materials, equipment and technology are properly classified and licensed prior to export from or import to the United States.

SCOPE:

Prepares export classification (Export Commodity Control Numbers) of low risk goods and services exported to Saudi Arabia from the United States on behalf ASC. 

Key Scope Components: 

~ 50 – 75 classifications per week

~  2250 – 3000 HTS export classifications per month

PRINCIPAL DUTIES:

  • Reviews and analyzes reports for all export classifications (ECCN) and HTS codes, including those made by third parties for goods and services exported by ASC, provides classifications for low risk items and ensures all items procured by the ASC Procurement Planners receive a classification review prior to export.  Provides missing HTS classifications for EEI filings.  Responds to inquiries from ASC P&L, freight forwarders and customs brokers regarding HTS and Schedule B classification, ECCN classifications, documentation requirements and other export regulations to ensure timely clearance. Maintains an export control classification matrix and/or database.   (~35%)
  • Ensures export shipment data reported to US government agencies complies with government regulations and internal procedures by conducting review of equipment and materials shipped utilizing the export data extract report. (~20%)
  • Prepares and/or assists in the preparation and/or oversight/monitoring of ASC export declarations to ensure ASC compliance with US trade regulations.  Serves as back up for Trade Compliance team members as required.  (~10%)
  • Assists with function and/or program specific compliance training. Assists with preparation of training materials to further trade compliance initiatives within ASC. 
  • Assists with the investigation of compliance incidences and provides solutions to questions and concerns. 
  • Assists with proper record keeping procedures for import/ export records consistent with US Trade Regulations and conducts monitoring controls on same. 
  • Develops and maintains desk procedures or work instructions related to U.S. exports to ensure compliance with U.S. trade regulations. 
  • Performs other duties and participates in special projects as assigned.

MINIMUM REQUIREMENTS:

  • Bachelor’s Degree, preferably in Supply Chain Management or Logistics, or scientific/ engineering degree from an accredited university preferred.  
  • Certified US Import Professional (CUSIP), Certified International Trade Professional (CITP), Certified International Trade Manager (CITM), Certified US Export Compliance Officer (CUSECO) or equivalent verifiable experience preferred.
  • Good working knowledge of the regulations that affect exports of goods from the U.S., including, but not limited to the Export Administration Regulations, the Foreign Trade Regulations, the International Traffic in Arms Regulations and the Office of Foreign Assets Controls Regulations.
  • Understands and interprets export licensing and export control classifications (ECCN/USML) to determine the restrictions and licensing requirements applicable.
  • Basic knowledge of logistical functions and procedures with regard to motor, rail, air and ocean operations.
  • Familiar with “deemed export rules” and will establish, together with Human Resources and the Trade Compliance Group, proper procedures for compliance with them.
  • Begins working to understand the U.S. Customs and Border Protection Regulations as they pertain to the imports of goods into the U.S. for consumption, re-export and/or repair and return to Saudi Arabia.  
  • Ability to: communicate effectively and tactfully with P&L staff as well as business managers and HR staff.
  • effectively train ASC personnel in trade compliance program, policies and procedures.
  • Proficient with business software applications.  Proficient with ERP (Enterprise Resource Planning) systems (SAP preferred) and export control related computer systems.
  • Typically, at least three (3) years of experience in export trade compliance, related documentation and systems.  Direct experience implementing company programs to comply with US trade regulations.
  • Typically, at least one (1) year of experience in arranging and coordinating the import of goods into the U.S.
  • Typically, at least five (5) years of experience in procurement, logistics or supply chain services and related documentation and systems preferred.  Direct work experience in supply chain and transportation. Oil and gas industry experience preferred.
  • Familiarity and experience with SNAP-R preferred.
  • Experience conducting and/or assisting with EAR Classification determinations preferred.
  • Must be able to comprehend and communicate accurately, clearly and concisely in English.
