Job Description - Tribal Cultural Monitor

POSITION SUMMARY


 


The Tribal Cultural Monitor serves a crucial function in the protection and preservation of SSBMI cultural and historic resources. The Tribal Cultural Monitor works to avoid destructive ground disturbances by locating and identifying cultural resources, and making in the field recommendations on mitigation measures. The Tribal Cultural Monitor also oversees ground disturbing activities to prevent desecration of cultural resources during construction within the SSBMI historic aboriginal territory. Independent work and judgment must be exercised in order to carry out the overall responsibilities. Additionally, the Tribal Cultural Monitor works with the Site Protection Program; TEK and Collections and Exhibits; Federal, State and Local Agencies and developers to protect and provide culturally appropriate insight to cultural sites, mitigation measures, treatment and disposition of artifacts or any other items of cultural interest to the SSBMI Tribe. It is important that the Tribal Cultural Monitor arrive on time and be prepared to work. The Tribal Cultural Monitor represents SSBMI, and must adhere to the highest standard of professional conduct at all times.


Incumbents will be provided appropriate training in the functions of their area of assignment to enable them to gather, analyze and monitor routine data and formulate recommendations based on established criteria.


This classification is distinguished from the class of Tribal Cultural Monitor II in that the technical work assignments of the latter are performed more independently and incorporate previously learned practices and principles.


 


ESSENTIAL FUNCTIONS


 


1.      Ensure the protection of cultural resources during pre-construction/development within the SSBMI boundary.


2.      Ensure Native American remains and associated grave items are treated with appropriate dignity, according to SSBMI traditions.


3.      Act as liaison between archaeologist consultants and the SSBMI Tribe.


4.      Attend consultation meetings between governmental entities and SSBMI representatives regarding site protection mitigation.


5.      Assist in evaluating Environmental Impact Reports/Studies for proposed development projects.


6.      Conduct cultural surveys within the boundaries of SSBMI tribal properties.


7.      Prepare SSBMI Site Record Forms.


8.      Assist in maintenance of historic and cultural properties inventory on SSBMI tribal lands.


9.      Assist in the education of staff and contractors working on tribal properties with an awareness of cultural resources and observance of undiscovered cultural resources.


10.  Keep detailed notes and record information in appropriate format for SSBMI site protection records.


11.  Produce daily and weekly reports of monitoring activities.


12.  Travel to construction/project sites as needed.


 


MINIMUM QUALIFICATIONS


 


1.      Must possess a high school diploma or equivalent.


2.      Ability to communicate clearly with all Cultural Resources Department, Tribal Government, federal, state or local governmental agencies and archaeological consultants.


3.      Ability to work in a rapidly changing fast-paced environment.


4.      Ability to recognize and protect sensitive information.


5.      Perform duties with high integrity and responsibility.


6.      Supports SSBMI’s Vision and Mission.


7.      Must have a valid CA Driver’s License and qualify for the Tribe’s vehicle insurance.


 


PREFERRED QUALIFICATIONS


1.      Some work experience preferred but not required.


2.      Exposure to Native American culture and/or spirituality preferred.


 


 


 


NATIVE PREFERENCE


 


Preference in hiring is given to either the most qualified applicant or a Native American candidate who meets the minimum qualifications. When two (2) or more Native American candidates have comparable qualifications, the following order of preference shall apply: (1) Members of Shingle Springs Band of Miwok Indians; (2) Spouses or domestic partners (certified through Tribal Court) of members of Shingle Springs Band of Miwok Indians; (3) Parents of children of the Shingle Springs Band of Miwok Indians; (4) All other documented Native Americans; (5) All other applicants in accordance with Title 25, U.S. Code, Section 472 and 473. Applicants claiming Native preference must submit verification of Indian eligibility.
