Job Purpose

The Health, Safety, Environment, and Security (HSES) Manager is responsible for leading and managing all site Health, Safety, Environment, and Security programs to ensure full compliance with company policies and all applicable federal, state, and local regulatory requirements. This role partners closely with site leadership to develop and implement compliance strategies, annual improvement plans, and operational best practices that align with corporate objectives and business goals.


The HSES Manager serves as the site’s subject matter expert and management representative for environmental, health, safety, process safety, and security initiatives. This position plays a critical leadership role in driving a world-class safety culture through continuous improvement, regulatory compliance, risk mitigation, employee engagement, incident prevention, and operational excellence. The role is also responsible for supporting sustainable business operations by overseeing regulatory permitting, audit readiness, process safety management, waste management, contractor safety, emergency response preparedness, and corrective action programs across the facility.

Key Responsibilities


  • Provide strategic leadership and technical expertise for all Health, Safety, Environment, and Security programs, ensuring compliance with all corporate policies and applicable federal, state, and local regulations.

  • Develop, implement, and maintain site policies, procedures, training programs, and management systems that drive continuous improvement in safety, environmental, and operational performance.

  • Manage all regulatory permits and serve as the primary liaison with government agencies, community stakeholders, consultants, and external auditors to maintain compliance and negotiate permit requirements.

  • Lead risk assessments, occupational exposure evaluations, hazard analyses, and Process Safety Management activities, including Management of Change and Process Hazard Analysis reviews for new and existing processes.

  • Direct all incident investigations, root cause analyses, corrective actions, and crisis response activities to minimize operational risk and prevent recurrence.

  • Monitor regulatory changes from agencies including the Occupational Safety and Health Administration, Environmental Protection Agency, and Department of Transportation, and implement strategies to ensure ongoing compliance.

  • Conduct compliance audits, inspections, and behavioral safety observations to identify gaps, track corrective actions, and improve workplace safety performance.

  • Oversee waste management programs, personal protective equipment compliance, contractor safety programs, and third-party environmental and safety service providers with a focus on cost efficiency and operational effectiveness.

  • Manage all Health, Safety, Environment, and Security reporting systems, metrics, analytics, and improvement plans, including reporting through corporate compliance platforms such as Enablon.

  • Serve as co-leader of the Site Safety Steering Committee and act as a change agent to promote a proactive, high-performance safety culture across all levels of the organization.

Level of Autonomy


  • Provides strategic input into Business Unit Health, Safety, Environment, and Security policies while ensuring site compliance with all corporate directives, standards, and reporting requirements.

  • Influences manufacturing directors, site leaders, and operational managers to establish safety as a core organizational value and maintain alignment with corporate safety objectives.

  • Contributes to the long-term Health, Safety, Environment, and Security strategy and continuous improvement roadmap to achieve top-quartile operational performance.

  • Designs, implements, and oversees comprehensive Health, Safety, Environment, and Security improvement programs while providing leadership and technical guidance across the site.

Job Requirements


  • Bachelor’s degree in Engineering, Environmental Science, Chemistry, Industrial Hygiene, Safety Management, or a related technical discipline from an accredited university; Certified Safety Professional or Certified

  • Industrial Hygienist certification strongly preferred.

  • Minimum of 10 years of Health, Safety, and Environmental experience within manufacturing or chemical manufacturing environments, including experience with flammable liquids and Process Safety Management programs, along with at least 5 years of leadership or people management experience.

  • Strong knowledge of United States regulatory requirements, including Occupational Safety and Health Administration, Environmental Protection Agency, Department of Transportation Hazardous Materials,

  • Hazardous Waste Operations and Emergency Response, Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Toxic Substances Control Act, Superfund Amendments and Reauthorization Act, and Comprehensive Environmental Response, Compensation, and Liability Act regulations.

  • Demonstrated ability to lead regulatory compliance programs, incident investigations, audits, risk assessments, contractor management, and cross-functional safety initiatives while effectively partnering with external agencies and consultants.

  • Strong leadership, communication, project management, analytical, and computer skills with the ability to influence stakeholders, drive change, and manage multiple priorities in a fast-paced manufacturing environment.

Total Compensation


  • The salary range for these skills is: $115,000 to 130,000 + a 15% Annual Bonus
