ABOUT THE ROLE: 

The Virginia Department of Agriculture is seeking an experienced and detail-oriented Sourcing Consultant to lead and support sourcing initiatives by gathering requirements, developing comprehensive solicitations (e.g. IFBs, RFPs, RFQs), and drafting Statements of Work. The role will work closely with internal stakeholders, finance, and vendors to ensure alignment of sourcing strategies with organizational goals and compliance requirements. Candidate will develop solicitations that clearly define the background and objectives of the procurement, provide a clear scope of work, and utilizes appropriate terms and conditions.

Responsibilities Include:

Requirements gathering

Develop and manage end-to-end solicitation processes including IFBs, RFPs, RFQs

Draft, review, and finalize solicitations and Statements of Work

Strategic thinking and problem solving

Requirements

• Experience in sourcing, procurement, or contract management--Required 5 Years
• Experience in developing and managing the end-to-end solicitation process including IFBs, RFPs, RFQs--Required 5 Years
• Experience in drafting, reviewing, and finalizing solicitations and Statements of Work--Required 5 Years
• Proficiency in MS Office Suite: Word, Excel, and PowerPoint--Required 5 Years
• Excellent writing, communication, and analytical skills--Required 5 Years
• Experience in procurement processes and contractual terminology--Required 5 Years
• Understanding of Virginia state procurement policies--Highly desired 5 Years
• Knowledge and understanding of the APSPM--Highly desired 3 Years
• Knowledge and understanding of the VPPA--Highly desired 3 Years
