Job Description - Vetting Technical Support Specialist (Contingent upon Contract Award)

Summary

This position is located at U.S. Embassies and Consulates overseas primarily in designated high threat countries. Post location in Iraq. Maintain and service all biometric and peripheral equipment required to enroll, process, and vet personnel (the Diplomatic Security Identity Assurance System and associated peripherals, other mobile biometric collection systems, etc.), to include planning, operation, optimization, security administration, maintenance, and network management.

Essential Functions
Responsible for working with post IRM personnel to identify and resolve network connectivity issues, conduct software and hardware upgrades, and performance of general maintenance of laptops, peripherals, and mobile biometric equipment.
Perform document and media exploitation and train other vetting personnel on the use of document and media exploitation equipment.
Assist in the management and procurement of consumables associated with the Department's biometric enrollment devices.
Perform Temporary Duty at any RSO Office world-wide to provide vetting technical support to the RSO mission of vetting locally engaged staff employees and job applicants.
Design, develop, prepare, and conduct training based on established course materials for biometric systems including mobile biometric equipment.
Perform biometric enrollments using the Diplomatic Security Identity Assurance System on local nationals seeking employment.
Provide regional training on the Department's biometric enrollment devices to Foreign Service National Investigators (FSNIs) within the Embassy's Regional Security Office (RSO).
Other duties as assigned.
May be requested and required to participate in Proposal Support functions due to expertise.
Competencies The ability to develop and conduct training on biometric enrollment systems including mobile biometric enrolment systems.
Must have experience with CELLEX collection and analysis.
Must be able to independently conduct CELLEX uploads, exploitations, and interpretation of results using classified exploitation systems.
Problem-solving skills and the ability to prioritize multiple and sometimes conflicting and complex tasks.
Must be able to operate as part of a team, cooperate effectively with other team members, and be mission focused.
Must be in good physical condition in order to perform overseas travel to high threat locations that may involve extended travel time and exposure to dangerous conditions that require use of personal protective equipment while exercising special safety precautions.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to remain in a stationary position 75% of the time.
Occasionally moves about inside the office to access file cabinets, office machinery, etc.
Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
Frequently moves standard office equipment up to 25 pounds.
Must be able to work indoor conditions 90% of the time.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours required, as required by business need.

Travel

Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

Experience A minimum of four years of experience maintaining U.S. Government biometric enrollment systems in the field overseas (including mobile biometric systems).
Experience identifying and resolving network connectivity issues, and conducting software upgrades, hardware upgrades, and general maintenance of laptop computers and mobile biometric systems.
Must have experience with CELLEX collection and analysis.

Security Clearance Must already possess a TOP SECRET security clearance.
Secret or Top Secret personnel security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract performance. The level of security vetting required shall be specified at the task order level and shall be determined by specific post requirement.
Specifically designated personnel must be eligible for access to Sensitive Compartmented Information (SCI) if necessitated by specific post requirement.
