Job Description - Vice President, Head of U.S. Public Policy

CCIA seeks an experienced policy professional to coordinate the Association’s portfolio of public policy matters. Based in Washington, DC and reporting to the President & CEO, the Vice President, Head of U.S. of Public Policy, will direct the Association’s substantive domestic policy agenda, coordinating policy across the Association’s issue areas and with counterparts abroad. 



The VP, Head of U.S. Public Policy, serves as a senior policy advisor and integrator, connecting issue-specific workstreams into a cohesive policy agenda that reflects organizational priorities and responds quickly to emerging legislative, legal, regulatory, and media developments.



Responsibilities include:



  • Advancing the Association’s mission and members’ substantive policy priorities across diverse policy subjects including AI, energy, information policy, intellectual property, infrastructure, online safety, privacy and security, taxation, and telecommunications regulation, among other subjects.

  • Leading and developing a diverse, high-performing team of policy professionals, fostering collaboration among topical and functional experts to ensure clear communication and coordination across complex policy portfolios.

  • Serving as the Association’s strategic coordinator on public policy matters, ensuring that the Association’s policy work is consistent, actionable, and reinforces the organization’s credibility, influence, and reputation with Congress, the Administration, and other key stakeholders.

  • Liaising with Association members to understand policy needs and goals, build consensus, anticipate engagement opportunities for the sector, and share information and perspectives among membership and policymakers.

  • Designing and coordinating the implementation of policy positions before legislative, executive, judicial, and intergovernmental fora.

  • Ensuring CCIA policy positions are appropriately tailored to membership consensus, the Association mission, and the public interest.



Minimum Qualifications:



  • Minimum of 10 years relevant work experience in public policy, government, regulatory affairs, legal practice, non-profits or trade associations, and/or international institutions, including 5 years of management-level experience. Work experience in technology policy, particularly the digital sector, is highly desired. 

  • Demonstrated ability to: 

    • lead and inspire a team of professionals in a technical, fast-moving environment; 

    • manage multiple concurrent projects and tasks, collaborating across teams to ensure deliverables are professional, persuasive and timely; 

    • execute policy goals by engaging with key policy stakeholders and opinion leaders across government and adjacent policymaking fora; and 

    • communicate publicly and persuasively in written and spoken formats.





The ideal candidate will also possess:



  • Deep substantive knowledge of technology policy, including the federal and state landscape, with a working knowledge of how policy developments fit with the broader international regulatory environment.

  • Strategic and critical thinking skills and a self-starting personality to work autonomously toward known policy objectives in the absence of specific direction, with limited information, under uncertain conditions.

  • Capability to interact effectively with audiences possessing varying levels of subject matter knowledge of policy matters, including news media.

  • Graduate degree in public policy, political science, government, economics, law, or equivalent relevant discipline.

  • Familiarity with the products and services of CCIA member companies.

This role approximates the federal certified SES payscale, with incentive compensation based on the annual performance of the employee and the Association.
