Vice President of Community Based Care - Dallas County

Position Summary 

The Vice President of Community Based Care in  Dallas County is responsible for oversight and management of all aspects of the Dallas County Single Source Continuum Contract (SSCC). The Vice President of Community Based Care implements appropriate policies and procedures that meet applicable regulatory and contract requirements and assures the delivery of high-quality services within the continuum of care. The Vice President of Community Based Care provides leadership and  supervision of the management team in Dallas County of Texas Family Care Network. The Vice President of Community Based Care provides input into executive policy decisions and works with the Executive Team of Texas Family Care Network to develop and meet strategic goals for the organization.  The Vice President is responsible for developing strong relationships with DFPS, courts, providers, community organizations, and other advocacy organizations key stakeholders.

Responsibilities

1. Support/Service Delivery
   
   
   
   1. Determines fiscal and political support for services to children and families. 
   
   
   2. Conducts regular community needs assessments, review data on trends and needs of children/families in Dallas County.  
   
   
   3. Assures the service array meets the needs of children to be served within the Dallas County community.  
   
   
   4. Builds and maintains an external local presence that publishes and communicates results with an emphasis on the successes of the community based care model in the  region   
   
   
   5. Promotes the organization’s professional image within local, state, and national communities.  
   
   
   6. Ensures children and families have timely access to services and that barriers are identified and addressed.

   1. Communicates direction of the Texas Family Care Network values, mission, and expectations to staff and the community within their geographic area; responds verbally and in person to the needs of leaders, teams, and individual staff members.
   
   
   2. Assures continuous communication with the TFCN CEO, Dallas  Management Team and Executive Management Shared Departments regarding emerging trends and issues relevant to strategic goals.
   
   
   3. Assures external communications in their region are consistent with organization expectations.

   1. Receives supervision.
      
      
      
      1. Receives supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.

      1. Supervises staff directly or their supervisors depending upon the personnel actions including action plans, hiring, terminations, recruitment, vacation and sick day requests. Ensures that program staffing is qualified and provides continued safety of children served with high rates of success/program completion.

   1. Engages with other SSCC Leadership and represent Texas Family Care Network in meetings, retreats, or any other business-related activity.
   
   
   2. Ensures representation on state level or regional level provider, funder and advocacy groups and community groups.
   
   
   3. Speaks on behalf of the organization at local events, meetings and/or conferences
   
   
   
   


7. Community Engagement
   
   
   
   1. Engages local civic groups and encourage participation in local activities by employees.
   
   
   2. Collaborates with CEO of TFCN to seek out and engage key state and local political figures.
   
   
   3. Ensures community engagement plan is implemented and adhered to.
   
   
   4. Ensures activities of the community advisory board are consistent with expectations and that community voice is heard, and incorporated into all activities of the appropriate SSCC goals.
   
   
   
   


8. Documentation
   
   
   
   1. Completes business plans around all new activities based on data; use resources to gather information.
   
   
   
   


9. Finance/Budget
   
   
   
   1. Provides leadership to ensure the effective management of resources. Meets budget expectations and manages expenses and resources to budget..
   
   
   2. Works closely with the Finance Team to manage exceptional care, purchase services, provider payments and overall expenses.
   
   
   3. Understands the SSCC reimbursement structure and T3C payment model.
   
   
   4. Assures regular financial reconciliations occur with the provider network . 
   
   
   
   


10. Risk Management and Safety
    
    
    
    1. Understands and adheres to all state specific, accreditation, regulatory, and contract requirements.  To this end, the Vice President of Community Based Care must:
       
       
       
       1. Know regulatory expectations for service areas.
       
       
       2. Know expectations and meet outcomes of SSCC Contract.
       
       
       3. Assure staff accreditation.
       
       
       4. Know managed care requirements.
       
       
       5. Understand Heightened Monitoring.
       
       
       6. Communicate strengths and weaknesses to CEO of TFCN or other appropriate members of the executive team.
       
       
       7. Implement Performance Improvement Processes when necessary.
       
       
       
       
    
    
    2. Ensures ongoing service delivery excellence through the network of providers with whom Texas Family Care Network holds a contract. Monitor all contracts within the network.
    
    
    3. Ensures appropriate placement of children within the network.
    
    
    4. Ensures the provision of high-quality and timely delivery of services to children.
    
    
    5. Identifies areas of risk and develop mitigation plans with CEO of Texas Family Care Network.
    
    
    
    

Qualifications 

1. Education/Credentials/Licensure:  
   
   
   
   1. Bachelor’s degree in social work, managed care, or related field.  Master’s degree preferred. 
   
   
   2. Valid driver’s and auto insurance license required. 
   
   
   
   


2. Experience: 
   
   
   
   1. Five (5) years of experience in child welfare.

Working Conditions

      1. This position requires operating a keypad device 75% of the day and electronic/office equipment 25% of the day. Travel is required approximately 5 times per month and works in weather conditions about 25% of the day. Fingers, thumbs, hands, wrists, elbows, legs and feet are all routinely used throughout the day. The lower and upper torso is used 75% of the day. Employee must meet minimum requirements for hearing, speech, and vision. Walking is required 10% of the day. Standing occurs 10% of the day. Sitting happens 80% of the day. Reaching above the shoulder as well as bending and twisting are performed 25% of the day. This function routinely lifts 15 pounds, 4 times per day. The maximum lift is 50 pounds, 1 time per day.
