Vice President of Pharmacy

HealthPartners is hiring a Vice President of Pharmacy. The Vice President of Pharmacy has overall P&L and leadership accountability for all aspects of HealthPartners pharmacy businesses, including the pharmacy benefit management services of the health plan, with more than 1 million members and over $1 billion in drug spend management, and the pharmacy operations including retail pharmacies, specialty pharmacy, infusion pharmacies, medication therapy management (MTM) and the hospital-based pharmacies included in HealthPartners eight hospitals managing drug spend of over $300 Million and drug charges in excess of $900 Million. The hospitals include outpatient, inpatient, and infusion pharmacies among other services.  Guides and supports business owners to achieve departmental objectives and maintains focus on continuous improvement of clinical quality and customer service with a strong focus on delivering affordable pharmacy care and products to the market.  Leads and supports the development of organization wide standardization of policy and drug related initiatives including 340B program oversight and growth opportunities. This position is also responsible for selected strategic pharmacy program development for the company. 

ACCOUNTABILITIES:  

1. Responsible for the supervision of pharmacy executive leadership team and their respective teams, including having the authority to hire, transfer, lay off, promote, discipline and discharge, train, reward and review performance of employees.  Ensures compliance to organizational and departmental policies and procedures.


2. Provide leadership for pharmacy benefits administration and pharmacy services, including responsibility for the P&L, operations, and market development.  Directly involved and provides leadership in negotiating agreements with PBM partners, specialty pharmacy relationships, mail order pharmacy, formulary development and maximizing manufacturer rebate value to drive affordability, revenue generation and bottom-line margin.


3. Oversee the development and oversight of Pharmacy plan service business goals and objectives including but not limited to: pharmacy revenue opportunities, enrollment, customer service goals and member satisfaction.


4. Review and lead the evaluation of vendors with new products and services that may enhance or support HealthPartners pharmacy capabilities. Successfully negotiate win-win agreements.


5. Work collaboratively with other senior leaders to improve the affordability of HealthPartners pharmacy products and services and identify business development opportunities that support health plan product development and bottom-line margin creation. 


6. Evaluate and pursue new business and growth opportunities for pharmacy benefits administration, and designing innovative mail order pharmacy and retail pharmacy partnerships.


7. Provide assistance to Sales/Marketing in response to RFP’s, ensure they are knowledgeable on pharmacy, driving client engagement and participate in sales presentations and business reviews.


8. Represent HealthPartners as a thought leader in healthcare and actively engage with national pharmacy industry leaders and pharmacy associations for pharmacy operations and pharmacy health plan.


9. Develop and monitor strategic and operational plans or dashboards and oversee the creation of the budgets.  Accountable for the P&L for the entire Pharmacy service line.


10. Manages 340B program oversight, compliance, and identifies opportunities for 340B program expansion throughout the organization and including benefit alignment as appropriate.  Strategically evaluates and grows 340B programming, to drive drug savings, bottom line margin and drug access/affordability to underserved populations.


11. Ensure the structures for compliance, licensure and accuracy are in place and operational teams are actively monitoring and have ongoing operational readiness for audits, accreditation and medication safety.


12. Evaluate industry PBM business models and align with legislative and regulatory requirements (e.g. Consolidated Appropriations Act – CAA) to assure end-to-end compliance, structural controls of self-insured Administrative Service Agreements, reporting, sales training, operational processes and billing.


13. Identify strategies and innovative opportunities that will automate and streamline operational processes and workload.


14. Oversee the creation, update and ongoing testing of business continuity and disaster recovery planning and preparation. Participates as requested in incident command training and drills.


15. Evaluate pharmacy technologies and significant pharmacy capital expenditures to ensure appropriate return on investments.


16. Work collaboratively across the HealthPartners enterprise to develop and achieve HealthPartners strategic objectives.


17. Provide ownership of wholesale and purchasing relationships; and provide guidance to adherence to drug related compliance of DSCSA, USP Chapters, Controlled Substance Management and other regulatory requirements.


18. Engage with medical staff in managing pharmacy costs and utilization to achieve care group and health plan goals, and guide pharmacy department staff in cost containment efforts, optimization of resources, staff utilization and productivity.


19. Engage with hospital CEO’s and care delivery executives to ensure pharmacy supports the strategic objectives of the care delivery organization including bottom line margin creation.


20. Create structures of engagement that lead to organization wide standardization and efficiencies. 

REQUIRED QUALIFICATIONS:   

• Bachelor’s degree in Business Administration, Health Care Administration, Pharmacy or education and experience of commensurate value. 


• Ten years of senior management experience including appropriate product marketing, financial management and business operations experience. 


• Requires extensive professional and technical knowledge of health plan operations and/or health care delivery systems. 


• Strong negotiating, problem solving and planning experience. 


• Proven experience in directing and motivating a staff of professionals.  


• Previous program development experience such as new service line development or joint ventures. 


• Proven entrepreneurial aptitude. 


• Knowledge of operations, marketing development, finance and risk assessment. 


• Skill in establishing and maintaining effective interpersonal relationships with all levels of leaders, employees, business, government and community officials and the general public. 


• Strong interpersonal skills. 


• Excellent oral and written communication skills, including excellent public speaking skills. 


• Demonstrated interest and passion for high quality, member satisfaction and patient-centered care. 

PREFERRED QUALIFICATIONS:

• Master’s degree in Business, Pharmacy, Health Care Administration, PharmD, or equivalent.
