Job Description - Vice President of Programs (Public Safety Communications / Project Leadership / RF & LMR Systems) F


We are looking for a new Vice President of Programs who would report to the Chief Operating Officer (COO), the Vice President of Programs is responsible for leading and managing the full lifecycle of project execution within the organization. The role focuses on ensuring timely, on-budget, and quality delivery of all initiatives. This includes strategic planning, process optimization, budgeting, and team leadership. The VP will oversee Project Managers and Site Managers, guide them on financial targets, and serve as the key liaison to executive leadership for updates and escalations.

Key Responsibilities

  • Lead, coach, and develop project teams to ensure successful execution of deliverables.

  • Partner with department leaders to allocate resources and assign project personnel.

  • Set project objectives, timelines, and expectations, and maintain alignment across stakeholders.

  • Oversee preparation of budgets and financial reports for each program.

  • Review and provide input on contractual terms and conditions.

  • Manage the entire project development process including scope definition, planning, documentation, and execution.

  • Ensure effective communication across all project stakeholders and teams.

  • Conduct performance reviews and provide feedback for Programs team members.

  • Evaluate staffing needs and oversee recruitment for project-specific personnel.

  • Identify and build strategic relationships that support program success.

  • Facilitate post-project reviews and implement lessons learned for future improvements.

  • Perform other related tasks as assigned.



Requirements

  • Bachelor's degree in Business Administration, Management, or a related field; PMP or equivalent certification required.

  • Over 10 years of hands-on experience managing complex projects, particularly in IT or construction-related environments.

  • Proficiency in financial management including budgeting, forecasting, and cash flow oversight.

  • Proven leadership experience with a minimum of 7 years managing teams.

  • Skilled in navigating changing priorities and guiding cross-functional teams.

  • Strong interpersonal, analytical, and communication skills.

  • Ability to effectively collaborate with a diverse range of stakeholders.

  • Advanced knowledge of project planning tools, including Gantt charts.

  • Willingness to travel up to 30% of the time.

Preferred Technical Experience

  • Background in Public Safety Communications including Land Mobile Radio (LMR), Radio Frequency (RF) systems, Bi-Directional Amplifiers (BDA), Distributed Antenna Systems (DAS), and P25 systems.
