Job Description - Victoria Deputy City Manager


The Deputy City Manager (DCM) is a pivotal leadership role at the center of Victoria’s development, offering the opportunity to drive strategic initiatives and oversee key service areas based on the selected candidate’s background and the organization’s needs.

Victoria is a strategically positioned regional hub along the Gulf Coast of Central Texas, offering a rare combination of stability, access, and opportunity. Serving a nine-county trade area of approximately 250,000 residents, the community is well-positioned for capitalizing on opportunities for growth and economic development. Located within a two-hour drive of major Texas metros and nearly 15 million consumers, Victoria provides exceptional regional connectivity without sacrificing the efficiency and quality of life of a mid-sized city. With ongoing retail expansion, active redevelopment efforts, and a strong foundation for continued economic growth, Victoria presents a unique opportunity for a Deputy City Manager to play a pivotal role in shaping the city’s next chapter.

The Ideal Candidate: 

We’re seeking a collaborative, results-oriented leader with experience in policy development, operations, budgeting, and cross-department coordination. Candidates with a strong background in either public safety or economic development are preferred, particularly those who have overseen these functions at a City Manager or Assistant/Deputy City Manager level. This individual will serve as a trusted advisor, offering strategic insight, representing the City publicly, and building strong relationships with elected officials, staff, and community partners, while complementing the strengths of the existing Executive Leadership Team.

Minimum:

Experience in managing a variety of city operational departments

  • A Minimum ten (10) years of municipal government experience with at least three (3) years as a City Manager, Deputy, or Assistant City Manager.
  • Proven ability to provide strategic advice on complex policy and operational issues.
  • Skilled in building relationships with elected officials, staff, and community partners.
  • Bachelor’s degree in Public Administration, Business, or related field.

Preferred:

Master’s degree in Public Administration, Business, Economic Development, or related field.

Experience with Civil Service, labor relations, development services, tourism, downtown revitalization, or Type B EDCs.

ICMA-CM, CPM, or similar professional certification.

Prefered experience managing public safety or economic development.
