Job Description - WATER QUALITY SENIOR OPERATOR

The Development Authority of the North Country is looking to grow our team with people who are ready to collaborate in building communities and expanding infrastructure to serve the common interests of the North Country by providing technical services, which will enhance economic opportunities in the region and promote the health and well-being of its communities.


 


The successful candidate will primarily work in and around Jefferson County and must be within 30 minutes of the Village of Carthage or Watertown to respond to call-outs.  Employees are assigned a company truck and tools for daily travel from their home to assigned route.  One position is available and will be filled at one of the levels noted below based on experience and qualifications.

Job Summary: The Water Quality Senior Operator serves as the Chief Operator/Operator of Record of multiple medium to high complexity/sized municipal water and wastewater treatment and distribution/collection systems.  The Water Quality Senior Operator works independently, interacts with customers, and has specifically assigned duties and responsibilities that require advanced licensing and experience.


 


Duties/Responsibilities:



  • Chief Operator of multiple medium to high complexity/sized municipal water/wastewater treatment and distribution/collection systems and will prepare monthly report(s) for NYSDEC and NYSDOH.

  • Serve as a backup Operator of Record for multiple systems of various sizes/complexity.

  • Perform daily operations, conduct water and wastewater testing, data input, meter readings or repairs, service installations or disconnections, pump and pump station maintenance or repair.

  • Able to work independently, make decisions, and respond to requests from the municipality.

  • Ability to manage multiple competing priorities.

  • Prepare regulatory and customer reports and memos.

  • Required to use various testing devices, hand tools, and other mechanical devices in performance of the duties.

  • Use the Authority’s SCADA, GIS, Computerized Maintenance Management, and HACH WIMs systems.

  • Review and update of data and Standard Operating Procedures for assigned systems.

  • Manage and respond to on-call duties as assigned, ensuring prompt attention to emergencies, urgent issues, or unexpected situations outside of regular working hours.  This includes being available for immediate contact and intervention as needed, coordinating with relevant team members, and documenting all on-call activities and resolutions.

  • Perform related duties to support the overall operations and objectives of the Authority.


 


Qualifications (Knowledge, Skills and Abilities):



  • Proficient in use of SCADA, GIS and Computerized Maintenance Management Systems.

  • Knowledgeable of, and able to operate computer systems, and general office equipment and be able to learn the use of Microsoft Outlook, Excel and other software as needed.

  • Expertise of NYS water and wastewater regulations.

  • Excellent written and verbal communication skills.

  • Proficient in plumbing, electrical and carpentry.

  • Proficient ability to read system design prints.

  • Ability to assign work tasks required for the systems they are responsible for and oversee the completion of this work.

  • Ability to work independently and possess excellent organizational skills.

  • Ability to use good judgment and decision-making and problem-solving skills.

  • Ability to manage, adjust and prioritize a varied workload based on such factors as work objectives, schedule, and customer needs.

  • Must meet the training certification requirements for confined space entrant, confined space attendant, and confined space rescue in accordance with the Authority Health and Safety Manual.


 


Education:



  • High School diploma or GED required.

  • Associate Degree in Engineering, Math, Science, or another technical field preferred.


 


Professional Certification/Licenses:



  • New York State Department of Health IIA/B, C, D, Water certifications and New York State Department of Environmental Conservation 2/2A wastewater certification required; or New York State Department of Environmental Conservation Grade 3/3A wastewater certification.


 


Experience:



  • Ten years directly related experience in water/wastewater treatment operations.

  • An equivalent combination of education, training and experience may be acceptable.


 


Pre-employment Physical Exam and Drug Test Required:  Yes


 


Annual Physical Exam Required:  Yes


 


Minimum Driver’s License:  Class D NYS regular operator.


 


Travel Requirements:  Extensive day travel in service area.


 


Typical Work Schedule:  Regularly works Monday through Friday during normal business hours and requires willingness to work a flexible schedule when needed, and rotational weekend and On-Call schedule.


 


Environmental: (Outdoor environment) Works outdoors with exposure to weather conditions (rain, snow, sun, wind, extreme cold and heat).
