GENERAL DESCRIPTION: The Water Resources Foreman serves as a key leader within the Public Works Department, overseeing the daily operations and long-range planning of the Town’s water distribution, wastewater collection, and stormwater systems. This position combines hands-on field work with supervisory and administrative responsibilities and is responsible for ensuring regulatory compliance, workforce management, project oversight, and infrastructure maintenance and improvement.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Supervise and participate in the construction, installation, repair, and maintenance of water, wastewater, and stormwater systems, including hydrants, meters, valves, and drainage infrastructure.
- Perform and oversee testing including chlorination, hydrostatic pressure testing, hydrant flow tests, and daily water sampling and analysis.
- Manage backflow and cross-connection prevention programs, valve location mapping, and water system exercising and updates.
- Plan and assign daily work based on service needs, maintenance schedules, and emergency response requirements.
- Lead, coach, and evaluate field staff performance, including timekeeping, training, safety compliance, and disciplinary actions as necessary.
- Conduct field inspections to ensure quality, timeliness, and compliance of ongoing work.
- Collaborate with contractors, developers, and engineers to review plans and monitor public utility projects.
- Maintain safety standards and ensure use of PPE; conduct training in OSHA and departmental safety protocols.
- Respond to public inquiries and complaints related to utility services; investigate and resolve service issues professionally and promptly.
- Prepare and review technical reports, regulatory submissions, work orders, and maintenance logs.
- Assist with the development of annual budgets, project planning, equipment purchasing, and capital improvement recommendations.
- Serve in a mandatory on-call capacity; respond to emergency situations including after-hours, weekends, and holidays as needed.
- Assist all departments of Public Works as determined by the Public Works Director.
- Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Extensive knowledge of water and sewer line installation, maintenance, and repair practices.
- Understanding of federal, state, and local regulations governing water distribution, wastewater collection, and stormwater systems.
- Considerable knowledge of the principles and practices of public utilities layout and design, construction, and maintenance of water and wastewater utility distribution and collection systems and water treatment and wastewater treatment facilities.
- Considerable knowledge of the operation, maintenance, plumbing, mechanical, and electrical repairs of water pumping and sewer life station equipment.
- Ability to read and interpret engineering drawings, utility maps, and technical specifications.
- Proficiency in supervisory techniques, team leadership, and conflict resolution.
- Familiarity with utility operations software, maintenance records systems, and regulatory reporting tools.
- Skilled in organizing projects, allocating resources, and monitoring work outcomes.
- Ability to work effectively with the public, developers, contractors, and municipal leadership.
- Considerable knowledge of governmental bidding and procurement laws and practices.
- Considerable knowledge of federal, state, and local laws including OSHA regulations pertaining to public utilities functions.
EDUCATION AND EXPERIENCE:
- High school diploma or GED required; Associate’s degree in Construction Management, Engineering, or a related field preferred.
- Minimum of 5–7 years of experience in water and wastewater utilities, including at least 3 years in a supervisory or leadership role.
- An equivalent combination of education, training, and experience will be considered.

WORK ENVIRONMENT: Work is generally performed in both inside and outside environmental conditions in which the employee is subject to workplace hazards including exposure to operating mechanical equipment creating fumes, odors, dust, and atmospheric conditions with extreme cold and heat for extended periods of time. Employee is subject to a level of noise requiring workers to shout in order to be heard above the ambient noise level. In addition, the employee is subject to a chance of injury from walking or standing in a construction site.
LICENSES AND CERTIFICATIONS:
- Possession of or the ability to obtain and maintain a valid North Carolina Class A Commercial Driver’s License.
- Possession of or the ability to obtain and maintain certification for water and wastewater treatment and collection or distribution systems operations by the State of North Carolina.
- Completion of NIMS coursework applicable to the position.
- Certification in backflow prevention, confined space entry, and trench safety preferred.
DRUG TESTING: This position requires the employee to be subject to random drug testing as per the Town of Landis Policy.
