Job Description - Water Supply Trainee

Job Description

SUMMARY:  Under general supervision, the Water Supply Trainee position is a progressive experience position responsible for monitoring, maintain, and operating grounds, equipment, recording data, collecting samples, and system process control in compliance with regulatory agency guidelines.

 

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

 

·    Analyzes and monitors water treatment system processes, and identifies and implements simple process adjustments to ensure optimum performance of plant.

·    Observes and inspects plant influent and effluent and all plant equipment at regular intervals, including, but not limited to, monitoring and maintaining proper water levels in storage tanks and/or overflow boxes.

·    Operates and maintains process equipment including but not limited to, preventive maintenance, repair, grounds keeping, and general housekeeping.

·    Checks engines, generators, pumps, settling tanks, filters, chemical feed systems, and other equipment.

·    Records readings, changes charts, regulates and adjusts processes to meet changing operational needs.

·    Collects, preserves, and properly stores samples for laboratory analysis.

·    Participates in transmission water main maintenance by exercising system valves, monitoring the pipeline for leaks, and participating in shutdowns during repairs.

·    Monitors and performs housekeeping duties to ensure a safe working environment.

·    Performs basic process control measurements.

·    Lubricates, dismantles, and assembles parts and equipment.

·    Participates in the troubleshooting, and preventive maintenance of a variety of equipment including pumps, piping and valves.

·    Performs basic mathematical calculations.

·    Prepares daily logs of plant operation and control.

·    Establishes and maintains effective working relationships.

·    Participates in various special projects.

·    Performs other duties as assigned.

·    Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

·    Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

 

KNOWLEDGE AND SKILLS:

 

Knowledge:

·         City organization, operations, policies, and procedures.

·         Water treatment principles, methods and practices.

·         Ability to handle dangerous chemicals, such as chlorine gas, caustic soda, and hydrofluorosilicic acid.

·         Methods, techniques and equipment used in water treatment.

·         Equipment maintenance procedures and processes.

·         SCADA system operations.

·         Water sampling procedures.

·         Water chemistry.

·         Water distribution systems.

·         Local, state and federal laws, codes, regulations and permits affecting water treatment operations.

·         Recordkeeping and reporting procedures.

·         Safety rules and regulations.

·         Business and personal computers, and spreadsheet software applications.

 

Skill in:

·         Handling situations requiring diplomacy, fairness, firmness and sound judgment.

·         Understanding and applying City policies and procedures.

·         Compiling data; maintaining records and files; and preparing clear and concise reports.

·         Providing efficient customer service.

·         Establishing and maintaining cooperative working relationships with all levels within the City.

·         Communicating effectively verbally and in writing.

 

MINIMUM QUALIFICATIONS:

High School diploma or equivalent; AND one-year experience in Water Treatment operations; OR an equivalent combination of education and experience. The ability to obtain a Water Treatment Operator “D” license from the Texas Commission on Environmental Quality (TECQ) within six months of employment.

 

 

LICENSE AND CERTIFICATION:

·         Water Treatment Operator “C” (Surface Water) license prior to the expiration of the “D” license.

·         Possession of a valid Texas Driver’s License. May require possession of a Class B Commercial Driver’s License.

 

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed both in an indoor and outdoor work environment.  May be exposed to dangerous machinery, potential physical harm, hazardous chemicals and infectious diseases. May be required to lift and carry items weighing up to 60 pounds. The ability to lawfully respond to an emergency from residence within 30 minutes.
