Job Description - Water Treatment Plant Manager

Job Overview


Responsible for the overall management, operation, maintenance, regulatory compliance, and performance of the City's water treatment facilities and related systems. Provides leadership and direction to water treatment personnel to ensure safe, reliable, and compliant drinking water operations.



Specific Tasks, Duties, & Responsibilities



  • Manage the daily operation, maintenance, and performance of the City's water treatment facilities and related systems.

  • Supervise, train, and direct water treatment personnel and ensure employees maintain required licenses and qualifications.

  • Ensure compliance with applicable federal and state drinking water regulations and requirements.

  • Maintain required operational records, reports, and regulatory documentation.

  • Monitor water quality, evaluate testing and analysis results, and determine appropriate operational or corrective actions.

  • Respond to water quality complaints, investigate concerns, document findings, and coordinate corrective action.

  • Inspect and operate chemical feeders, pumps, treatment equipment, and related systems as needed.

  • Collect water samples, perform required testing, and oversee system and regulatory reporting.

  • Establish and maintain preventive maintenance and service schedules for treatment facilities and equipment.

  • Monitor plant operations and identify opportunities for maintenance, improvement, or equipment upgrades.

  • Respond to after-hours operational issues and make decisions necessary to maintain safe and reliable water service.

  • Supervise employee performance, address personnel concerns, and work with Public Works leadership to maintain an effective team environment.

  • Investigate work-related accidents, incidents, and operational concerns as appropriate.

  • Coordinate safety practices and ensure employees follow established safety procedures.

  • Communicate effectively with employees, City officials, contractors, regulatory agencies, and the public.

  • Attend required meetings, conferences, workshops, and training.

  • Perform other related duties as assigned.



Worker Requirements


     Education, Licenses & Certifications


          Required:



  • High school diploma or GED.

  • Valid Louisiana driver's license.

  • Must possess or obtain State of Louisiana Certified Water Operator Level 3 (Production, Treatment, & Distribution) certifications within 1 year of employment and maintain certifications throughout.


         


          Preferred:



  • Experience managing a municipal water treatment facility.

  • Experience supervising licensed water treatment operators.

  • Experience with computerized SCADA systems.

  • Experience with regulatory inspections and compliance reporting.



Knowledge, Skills & Abilities



  • Knowledge of municipal water treatment operations, equipment, sampling, and regulatory requirements.

  • Ability to perform and interpret mathematical calculations related to water treatment operations.

  • Ability to evaluate water quality and operational data and make appropriate decisions.

  • Ability to supervise, train, evaluate, and provide direction to employees.

  • Ability to identify operational problems and determine appropriate corrective action.

  • Ability to maintain accurate records and complete required regulatory reports.

  • Ability to communicate effectively with employees, City leadership, regulatory agencies, contractors, and the public.

  • Ability to respond effectively to water system emergencies and changing operational conditions.



Physical Requirements & Working Conditions



  • Ability to work indoors and outdoors in varying weather and environmental conditions.

  • Ability to perform physical activities necessary to inspect, operate, and maintain water treatment facilities and equipment.

  • Ability to safely work around treatment chemicals, mechanical equipment, noise, and other operational hazards while using required protective equipment.

  • Regularly works in both office and water treatment plant environments.


  


Hours/Scheduling



  • Typical work schedule is Monday through Friday, 7:00 a.m. to 5:00 p.m.

  • May be required to fill in for other shifts based on operational needs.

  • Participates in a scheduled after-hours on-call rotation.

  • Overtime or after-hours work may be required based on operational or emergency needs.
