Division Description
The Children, Youth, Family, and Transitional Age Youth Services Division (CYFTAY) offers an array of services to low-income and underserved clients with multiple challenges and abilities: Infants, toddlers, and preschool children, including those with special needs. Youth: including transitional age youth, pregnant| parenting teens, and youth in the foster care system. Families: including low-income, immigrant, monolingual, and homeless populations. The CYFTAY division offers multidisciplinary programs including Early Childhood Education, Early Intervention| Inclusion, Family Support, Mental Health Services, Health, Nutrition, Wellness, and Parenting Education Programming.
The Opportunity
Launched in 2023, the Early Care and Education, Realizing Employment and Creating Hope (ECE REACH) pilot initiative delivers vital workforce development services to both new recruits and established members of the Felton Institute's ECE workforce.

ECE REACH's tier 1 pre-apprenticeship

program offers an evidence-based, fast-track pathway tailored for first-generation, non-traditional college students, immigrant Latinas, and other marginalized adults and transitional-aged youth. Designed to serve individuals facing limitations with right to work, economic challenges and housing insecurity, the program targets both youth (high school students and individuals aged 18-24) and parents (aged 18 and above), particularly monolingual Spanish speakers. Apprentices in tier 1 can gain practical experience in center-based or family childcare settings or contribute to the development or a co-operative.

ECE REACH offers tier 2 (Teacher) and tier 3 (Lead Teacher) apprenticeships , provides ongoing educational support for our incumbent workforce to pursue their BA degrees while maintaining full-time employment. By addressing the critical lack of professional and educational resources for underrepresented communities, ECE REACH strives to foster upward mobility within the ECE field, offering apprentices enhanced support on entry and/or advancement opportunities.
Job Summary:

In partnership with and under the general guidance of the Workforce Development & Success Director,

the ECE Workforce Development & Success Coordinator (WDSC)

supports the academic support, work-based learning, mentorship, and professional and career development for two populations: Felton’s

incumbent workforce

and those

new to the workforce

who will primarily be clients/ families in ECE community-based organizations. As a Workforce Development & Success Coordinator in our Early Care and Education (ECE) apprenticeship program, you will play a crucial role in supporting the professional growth and success of apprentices [incumbent workforce and those new to the workforce members]. You will work closely with program apprentices, educational institutions, and community partners to ensure that apprentices receive the necessary training, support, and resources to excel in their roles and advance their careers in the ECE sector. This role requires a passionate and experienced individual who can design, implement, and evaluate effective workforce development programs. The coordinator will contribute to creating a highly skilled and qualified ECE workforce that provides quality care and education to young children. Through collaboration, training delivery, and partnership development, the coordinator will support the ongoing

professionalization

and advancement of the ECE field.
Responsibilities:
New to Workforce (Tier 1) and Incumbent Workforce (Tier 2 & 3):
Partnership with IHE and Community-Based Organizations:
o

Collaborate with the IHE and community-based organizations to build strong partnerships and access additional resources for workforce development & success initiatives.
Student Outreach, Recruitment and Informational Sessions:
o

Coordinate logistics, outreach, and promotion of informational sessions and workshops related to career and postsecondary resources.
o

Lead the outreach, recruitment efforts for the ECE REACH Tier 1 pre-apprenticeship and Tier 2 and 3 apprenticeship programs.
o

Connect students with available resources at Felton, within the community, and through our institution of higher education (IHE) partners.
Coordinate program logistics, including scheduling, venue selection, and participant registration.
Establish relationships with training providers, consultants, and experts in the field.
Seek funding opportunities and grants to support workforce development initiatives.

Enrollment, Registration and Orientation:
o

Take charge of student recruitment and enrollment, ensuring thorough understanding and promotion of program eligibility within Felton and the broader community.
o

Support and actively participate in outreach events and activities to increase enrollment rates.
o

Collaborate with the IHE to facilitate seamless student enrollment, registration, and orientation processes.

Student Needs Assessment:
o

Conduct surveys, interviews, and research to assess the needs and challenges of apprentices.
o

Complete an Individualized Development Plan (IDP) for each participant, deliver training programs, coordinate mentee/mentor assignments, and oversee participant progress and integration into on-the-job placements.
o

Identify skill gaps and areas for professional growth and development.
o

Evaluate student requirements, including equipment, books, and connectivity, to ensure adequate support for academic success.
o

Collaborate with Workforce Development & Success Director to assess and address training needs and challenges faced by apprentices.

Academic Support Coordination:
o

Collaborate with partners to organize weekly academic support sessions, including on-site tutoring tailored to individual student needs.
o

Coordinate self-centered/small group instruction sessions to enhance basic skills and literacy in Reading, Writing, and Math, aligning with the ECE REACH program objectives.

Mentorship, Support, and Retention:
o

Pair apprentices with experienced mentors to provide guidance, feedback, and support throughout their apprenticeship journey.
o

Offer one-on-one coaching and career counseling to address apprentices' needs and concerns.
o

Build positive rapport with apprentices and maintain strong communication channels to enhance retention and academic achievement rates.
o

Provide ongoing support and coaching to apprentices and Mentor Teachers to reinforce learning outcomes.
o

Coordinate weekly drop-in counseling sessions for apprentices on career planning and postsecondary education advisement.
o

Provide individualized barrier mediation to ensure success, including identifying internal and external partnerships to provide resources and referral services, including mental health, and other social services.

Career Planning, Financial Literacy & Coaching:
o

In partnership with MEDA’s Workforce Development Coach, coordinate career readiness and financial literacy activities
o

Assist apprentices in setting career goals and developing action plans to achieve them.
o

Provide guidance on job search strategies, resume writing, and interview preparation.

Training Delivery and Facilitation:
o

Conduct training sessions, workshops, and webinars for ECE professionals.
o

Facilitate engaging and interactive learning experiences.
o

Adapt training approaches to meet the diverse needs and learning styles of apprentices.
o

Provide ongoing support and coaching to apprentices and Mentor Teachers to reinforce learning outcomes.
o

Provide or coordinate one-time workshops around career, mandatory training (Child Abuse & Neglect, CPR First Aid, CCL) and postsecondary resources available.

Records Keeping, Documentation and Reporting:
o

Record Maintenance: Maintain accurate records of program activities, participant data, academic activity and evaluation results to ensure compliance with program requirements.
o

Data Collection: Support collecting data to prepare reports on program outcomes, progress, and recommendations for funders/ COO.
o

Compliance Management: Ensure compliance with data privacy and confidentiality requirements in all documentation and reporting activities.
o

In collaboration with the Workforce Development & Success Director coordinate the completion and/or renewal of incumbent workforce professional growth hours, permit renewals, and all required health and safety trainings.

Academic and On-The-Job Training Progress:
o

Monitor student attendance, tutoring sessions, and academic progress on a weekly basis. Ensure timely and accurate data entry into the CIRCE database system.
o

Track 50 on-the-job training days for all Tier 1 apprentices, ensuring compliance with program requirements and objectives on CIRCE database system.
o

Track 2,000 hours of on-the-job training for Tier 2 and 3 apprentices on CIRCE database systems.
In collaboration with the Workforce Development & Success Director coordinate the completion and/or renewal of student’s professional growth hours, CA Registry registration, CA permit

application/renewals,

and all required health and safety training.
Recognition Events Coordination:
o

Work with the ECE Administrative Director to organize recognition events celebrating certificate/degree attainment for both existing and new workforce members.

Evaluation and Improvement:
o

Support to collect data, monitor and evaluate the effectiveness of workforce development programs.
o

Collect and analyze data on participant satisfaction, learning outcomes, and program impact.
o

Collaborate with stakeholders to analyze workforce data and trends.

Teamwork and Collaboration:
·

Work in partnership with program supervisors and directors to align with organizational values and goals.
·

Manage professional development activities for ECE staff and lead training initiatives.
·

Utilize a collaborative, strengths-based, and supportive approach when working with diverse staff.
·

Attend meetings and other opportunities to promote positive communication.
·

Perform other duties and special projects as assigned.

Minimum Requirements:
Bachelor's degree in Education, Human Services, Business Administration, or related field (Master's degree preferred).
Minimum of 3 years’ experience working in workforce development, apprenticeship programs, or adult education settings.
Commitment to promoting equity, diversity, and inclusion in the workplace.
In-depth knowledge of early childhood education principles, best practices, and regulations.
Familiarity with adult learning principles and instructional design methodologies.
Strong facilitation and presentation skills, with the ability to engage and inspire diverse audiences.
Excellent project management skills, including planning, coordination, and evaluation.
Proficiency in collecting, analyzing, and interpreting data.
Ability to build and maintain collaborative relationships with stakeholders.
Strong communication and interpersonal skills.
Familiarity with technology and online learning platforms.
Experience working with underserved, minority youth, Spanish speaking populations
Experience working with youth 16-24.
Bilingual required (English/Spanish)
Must Pass a Department of Justice fingerprint clearance and a Child Abuse Index, Health Screening, and TB Test as required by licensing.
