SummaryThese positions are located in the Health Resources and Services Administration, Maternal and Child Health Bureau, Office of Operations and Management. The duty location for these positions is in Rockville, MD. This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administrations mission, goals and objectives.

As a Workforce Planning Specialist, you will be planning, developing, advising on, and presenting to the Bureau Executive Officer and MCHB leadership workforce information that supports the organizational strategic vision.

Your major duties may include:

Providing guidance on human capital programs for the Bureau, including recruitment, retention, position classification and related activities; determining the staffing needs and advising on the full range of recruitment activities; assisting managers with developing position descriptions for clerical, administrative, and professional positions.Assisting in implementing strategic recruitment objectives, monitoring assigned program recruitment activities, and analyzing recruitment methods.Leading a process of organizational development that plans, leads, integrates, and emphasizes the activities and outcomes of strategic planning efforts across the organization.Examining areas requiring improvement in diversity, equity, and inclusion, and developing strategies to help the Bureau address these needs.Assisting in reporting that includes current workforce data of the organization and staff.Performing analysis to identify gaps between current workforce characteristics and the workforce required to achieve the bureaus mission and strategic goals in the future.NOTE: Do not cut and paste the duties, specialized experience, or occupational assessment questionnaire from this announcement into your resume as that will not be considered a demonstration of your qualifications for this position.Requirements Conditions of EmploymentU. In order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicants one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Example of a minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:

Conducting analysis to identify and assess workforce competencies, characteristics, and trends.ANDEvaluating workforce development programs to assess organizational goals and objectives in areas such as performance management, classification, succession planning, recruitment and retention, etc.Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below.
