Job Description - WTP Operator-QA Lab Officer

JOB DESCRIPTION


The Village is currently accepting applications for a Water Plant Operator/QA Lab Officer who will be responsible for the proper operation and maintenance of water treatment and pumping equipment, while serving as the Quality Assurance Laboratory Officer, performing water quality control and compliance activities.  Unlicensed candidates who have a minimum of 2 years' experience as a QA laboratory officer may be considered, providing they are willing to attain their WTP license within the stipulated timeframes.



QUALIFICATION AND EXPERIENCE:


Preferred candidate must have:



  • High school diploma or equivalency (Associate’s preferred), and at least two (2) years’ experience in a water treatment plant facility

  • Minimum of two (2) years’ experience as a QA laboratory officer

  • Possession of a current Florida class “B” WTP operator’s certification; class “A” operator’s license preferred, or

  • Any combination of licensure and experience

  • Valid driver’s license

  • National Incident Management System (NIMS) Certification in accordance with Village policy



 Necessary Knowledge, Skills and Abilities:



  • Ability to budget, order, and maintain inventory of supplies, tools, and equipment

  • Working knowledge of wells, filters, reverse osmosis, and filtration processes

  • Working knowledge of water purification treatment and pumping processes

  • Knowledge of machinery, pumps, and motors

  • Knowledge of water analytical procedures and quality control requirements as mandated by NELAC and FL Admin Code 62-160

  • Knowledgeable in compliance monitoring and analytical requirements

  • Knowledge of field sampling requirements as mandated by the FDEP SOPs

  • Ability to communicate effectively in written and oral format

  • Ability to establish and maintain effective working relationships with the general public, co-workers, city officials, and other stake-holders.



DUTIES AND RESPONSIBILITIES  


Water Treatment Plant



  • Operates pumps for maintaining proper water levels in reservoirs and storage tanks and chemicals for proper treatment levels and within operational standards.

  • Collects water samples for chemical analyses and runs routine chemical and compliance tests on water samples.

  • Checks and lubricates pumps, motors, and other plant equipment; reports mechanical defects to the supervisor.

  • Assists with maintenance and repair of machinery and equipment.

  • Monitors total plant operations on assigned shifts.

  • Performs general custodial work in keeping plant, equipment, and facilities clean and orderly.

  • Keeps/ assists with log of plant operational characteristics, changes, and repairs made and other incidents of relevance to plant production

  • Notifies and advises water treatment plant superintendent and team when plant operates outside mandated standards.



Laboratory



  • Coordinates and oversees day-to-day operations of the water plant laboratory (lab).

  • Develops and maintains laboratory procedures in compliance with applicable regulatory requirements; manage related lab and regulatory proposals and contracts and identify any treatment excursions to be addressed by operations.

  • Collects samples for lab analyses using approved techniques, chain of custody requirements, equipment, and containers, and ensures samples are accurately identified.

  • Performs physical, chemical, and bacteriological analyses, and compliance in accordance with procedures and advises internal team members, local Florida Department of Environmental Protection (FDEP), and other required regulatory agencies as necessary via protocols and standard operating procedures (SOP’s), ensuring safety, regulatory compliance, and industry best practices are implemented in the department.

  • Prepares for, and participates in, laboratory compliance inspections conducted by the Florida Department of Health and any other regulatory bodies.

  • Performs preventive maintenance on laboratory equipment; makes minor repairs as needed and confirms that calibration requirements are met to ensure accuracy, efficiency, and performance safety.

  • Maintains laboratory equipment, chemicals, and supply inventories; orders/re-orders supplies as required.

  • Investigates issues and complaints and responds to customers as appropriate.

  • Trains and demonstrates lab research, testing, and compliance protocols and proper use of equipment and machinery.

  • Oversees laboratory safety and verifies that lab participants have completed all regulatory safety training.

  • Maintains database of required compliance dates (i.e., water quality sampling) and coordinates with supervisor to ensure compliance dates are achieved.

  • Prepares and/or assists in preparation of regulatory reports (i.e., monthly operating reports, pumpage reports, annual reports or other reports) as requested or required.

  • Develops maps/ graphic representation and/ or other documents or memo reports to illustrate compliance activities and supplement compliance requirements.

  • Assists in annual budget planning process and regularly monitors lab expenditures.

  • Notifies and advises water treatment plant superintendent and team when plant operates outside mandated standards



WORK ENVIRONMENT



  • Required to be on "stand-by" for recall duty after regular working hours at periodic intervals as assigned.

  • Subject to respond to emergencies 24 hours/day, 7 days/week, 365 days/year.

  • Work assigned shifts with required notice of shift change.

  • Frequently exposed to wet and/or humid conditions.

  • Frequently works near moving mechanical parts and may be exposed to vibration and loud noise.

  • May occasionally work in high, precarious places and occasionally be exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

  • Regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms.

  • Regularly required to walk, sit, climb or balance, stoop, kneel, crouch, or crawl, and smell.

  • Frequently lifts and/or moves up to 25 pounds and occasionally lifts and/or moves up to 100 pounds or more with assistive equipment.

  • Vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
