Job Description - Youth Justice Program Manager





Description

POSITION OVERVIEW 

The purpose of Youth Justice Program Manager position is to ensure that youth justice services are high quality, youth-centered services that align with restorative justice principles. This role involves program implementation, staff supervision, engagement with community partnerships, and data-driven decision-making to support youth in avoiding deeper system involvement. 

The Youth Justice Program Manager will be responsible for the implementation and oversight of the Justice Lifted Arrest Diversion program aimed at reducing recidivism and promoting healthy habits among justice-involved and at-risk youth. The Youth Justice Program Manager will provide supervision of program staff, monitoring outcomes, and ensuring compliance with relevant regulations and standards. 


Requirements

 

ESSENTIAL FUNCTIONS 

  1. Supervision and Oversight: 
  • Provide supervision and oversight to program staff, including hiring, training, coaching, and performance evaluations. 
  • Ensure adherence to program protocols, policies, and procedures through regular monitoring and quality assurance measures. 
  • Collaborate with staff to identify training needs, provide ongoing support, and promote professional development opportunities. 
  1. Programming Implementation: 
  • Lead the implementation of diversion programs, including program protocols, policies, and procedures. 
  • Oversee program operations, including participant recruitment, screening, enrollment, and case management processes. 
  • Oversee the intake, assessment, and referral process for individuals involved in Justice Lifted. 
  • Monitor participant progress, track services utilization, and address barriers to program participation or success. 
  1. Training and Professional Development 
  • Develop and deliver training programs for staff on protocols, best practices, and relevant policies and procedures. 
  • Provide ongoing support and guidance to staff to enhance their knowledge, skills, and competencies. 
  • Collaborate with external partners and subject matter experts to facilitate specialized training sessions and workshops. 
  1. Community Engagement: 
  • Build and maintain partnerships with community organizations, service providers, and criminal justice agencies to enhance program accessibility and effectiveness. 
  • Attend community engagement events, including meetings as needed. 
  1. Data Management and Evaluation: 
  • Maintain systems for collecting, analyzing, and reporting data related to program outcomes, participant satisfaction, and community impact. 
  • Utilize data to evaluate program effectiveness, identify areas for improvement, and make data-driven decisions to enhance program quality. 
  1. Other duties as assigned. 

QUALIFICATIONS AND EXPERIENCE 

  • Bachelor's degree in social work or relevant field (e.g. public health, youth development) required; advanced degree preferred. 
  • Minimum 3 years of experience in supervision, team leadership, or related roles, particularly within community-based or social services settings. 
  • Sound understanding of data management principles, privacy regulations, and ethical considerations pertaining to information sharing. 
  • Minimum 3 years of experience in youth justice, diversion programs, or community engagement. 
  • Minimum of 3 years of experience in training/facilitation or an equivalent combination of education and experience. 

KNOWLEDGE/SKILLS/ABILITIES 

  • Understanding of diversion strategies and best practices. 
  • Familiarity with community resources, social services, and support networks for youth and families. 
  • Strong understanding of restorative justice principles, practices, and methodologies, with demonstrated experience applying restorative approaches in diverse settings.  
  • Strong organizational skills, with the ability to manage multiple priorities and drive projects to successful completion within defined timelines. 
  • Excellent interpersonal, communication, and facilitation skills, with the ability to navigate complex and sensitive situations with empathy and cultural competence. 
  • Demonstrated leadership ability, with experience managing teams and collaborating with diverse stakeholders and a multidisciplinary team environment. 
  • Commitment to equity and social justice. 
  • Proficiency in relevant software and technology platforms for data collection, analysis, and sharing. 
  • Preferred license:  Valid Michigan Motor Vehicle Operator’s license 

WORKING CONDITIONS 

  • This position may require occasional evening and weekend work to attend community events and meetings. 
  • Some travel within the community and surrounding areas required.
