Oracle Forms/Apps Developer
Location: Tallahassee, FL(Hybrid 3 days onsite)
Contract Duration:12+ months.
Description:
The candidate will perform duties to help FDACS remediate its finance and accounting applications, to successfully integrate with the new Florida PALM accounting and cash management system.
SCOPE:
- Applications Development Analyst Task List: Contractor, through the selected candidate, must perform the following tasks as assigned by the Department's Contract Manager and described in the list below:
- Prepare Deliverables within the timeframe specified by the Contract and/or Functional Manager(s).
- Deliverables the Contractor will be responsible for contributing to and/or producing as they relate to the design, development, implementation, or enhancement of Oracle Form application solutions include, but are not limited to:
- Work closely with customers, business analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions.
- These solutions must be aligned with business and IT strategies and comply with the organization's architectural standards. Involved in the full systems life cycle and is
- responsible for designing, coding, testing, implementing, maintaining, and supporting applications software that is delivered on time and within budget.
- Makes recommendations towards the development of new code or reuse of existing code. Responsibilities may also include participation in component and data architecture design,
- performance monitoring, product evaluation and buy vs. build recommendations.
- Has experience in systems analysis, design and a solid understanding of development, quality assurance and integration methodologies.
- Document Current (AS IS) state of technical environments.
- Operates as a technical lead in the reengineering of existing systems.
- Operates as a technical lead in the design and implementation of new systems.
- Comply with OATS Administrative Policies and Procedures by working directly with the Department's Contract Manager throughout the PO term.
- Prepare ISDM or Service Delivery Framework (SDF) documentation that indicates the project complies with OATS policies and procedures. Apprise OATS staff on ISDM or SDF information as
- directed by the Department's Contract Manager.
- Address Project Team conflict and communication problems proactively.
- Review required documentation evidencing the deliverable for completeness and correctness before submitting to the Project Team and Stakeholders. Obtain acceptance and approval of
- deliverables from the Contract Manager and appropriate Stakeholders.
Skills:
To accomplish the work outlined above, FDACS requires an experienced Applications Development Analyst with the following skills and experiences listed below. This list is not exhaustive; nor are all skills required.
Technical Skills, written and verbal communication, and experiences will be the basis for evaluation of responses.
Minimum Qualifications:
- Ability to communicate effectively (verbally and in writing) with Department staff.
- A minimum of two to five years of programming/systems analysis experience.
- Skills in understanding Oracle databases, forms, and reports.
Preferred Experience:
- Ability to write complex queries and develop complex PL/SQL database objects and or ability to write complex queries utilizing transact SQL Knowledge of relational database design, data processing and data communications.
- Ability to write, read, and interpret technical specifications, test cases, and software requirements.
Educational qualifications meeting at least one of the following levels:
- A minimum of a bachelor's degree in computer science, Information Systems, or another related field
- Equivalent work experience
