DESCRIPTION OF MAJOR JOB DUTIES

This position will review, track and draft language for new bills introduced in the State Legislature. This position will also manage research and legislative data sets and maintain tracking information related to current legislation and coordinate regularly with the Director of Government Affairs. This position will work directly with Corporation Counsel, Government Relations, and county leadership to draft amendments, flag concerning language and ensure that the County Executive can proactively shape local, state and federal policies. The ideal candidate will also work independently and proactively to develop an understanding of the history and precedent shaping new policy proposals.

The Policy Analyst will report to the County Leadership. The ideal candidate will be detail-oriented and comfortable explaining complex policies in concise talking points. They can create and update spreadsheets and databases; track state bills through the legislative process; and inform the County's legislative affairs and initiatives.

  • Advise on the funding and necessary policies for County infrastructure projects, social services, and economic development initiatives.
  • Research and evaluate policy issues and concepts that may impact Wayne County.
  • Proactively read state legislation and regulations to identify potential opportunities or threats.
  • Create high-quality and carefully written reports, including graphics and presentation decks.
  • Occasional travel to Lansing for policy conferences, agency meetings and other appropriate events.
  • Research policies from other states and counties to recommend similar action in Wayne County.
  • Obtain, refine and manage data sets pertinent to matters of interest to county leadership and for legislative matters at the local, state and federal level.
  • Prior experience as a policy analyst for a large local government, state government or an elected office.
  • Excellent written and verbal communication skills. Intermediate level knowledge of Office 365 suite products and other common workplace applications.
  • Good presentation, questioning and listening skills and demonstrated time management skills.
  • Proven ability to manage multiple tasks simultaneously while completing work within deadlines.
  • Familiarity with state and federal government policies and legislation.

ELIGIBLE PERSONS

At the time of application, eligible persons must have:

  • Candidates will ideally have a master's degree in public policy, public administration, journalism, political science, communications, or a related field. An individual with a bachelor's degree will also be considered with at least 2-4 years of experience working for a legislative agency or elected official. Knowledge of the lawmaking process in the United States Congress, Michigan Legislature, and Wayne County Commission is also a plus.
