Essential Functions

  1. 35% Represents Illinois Department of Veterans’ Affairs (IDVA) at college/job fairs, community events and business meetings to recruit talent either traveling to attend in person or participating virtually
  2. 20% Under general direction of the Deputy Human Resources Manager and the Human Resources Director, performs professional, complex functions relating to human resources programs, policy, and procedures
  3. 20% Confers with Personnel Managers regarding possible qualified candidates, providing education and background information
  4. 15% Prepares reports and correspondence related to interviewing and recruitment activities and issues
  5. 5% Prepares reports and correspondence related to interviewing and recruitment activities and issues
  6. 5% Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  2. Requires two (2) years of professional human resource experience.

Specialized Skills

  1. Requires two (2) years’ experience working with developing recruiting plans, utilizing hiring goals, utilizing social media and external job boards
  2. Requires experience representing organizations and/or agencies at job/career fairs/hiring events
  3. Requires experience with analysis of recruiting trends and patterns

Preferred Qualifications

  1. Requires extensive knowledge of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act and guidelines derived therefrom, and departmental policies, procedures, and processes.
  2. Requires extensive knowledge of the framing of correspondence and reports with grammatical correctness.
  3. Requires extensive knowledge of state government and its processes.
  4. Requires the ability to factor a project into activities that when organized produce the desired result(s).
  5. Requires the ability to organize and analyze information/data with development of descriptive or quantitative measures, and places information/data into like categories or groupings.
  6. Requires the ability to utilize standard mathematical formulae, mean computation, summations, standard deviation/variance, coefficient of correlation.
  7. Requires the ability to use computer systems, software, templates, or other letter/symbol guides and to instruct others in such equipment usage.

Conditions of Employment

  1. Requires ability to pass a background check.
  2. Requires use of agency-supplied equipment (mobile phone, laptop, etc.).
  3. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  4. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  5. Overtime is a condition or employment, and you may be required to work overtime including scheduled, unscheduled, or last-minute overtime.
