Job Description - Business Intelligence Analyst

Title: Business Intelligence Analyst

Location: Boston, MA

Job Description:

  • Business Intelligence Analyst under the Office of Finance & Administration’s Data Analytics and Reporting Program provides advanced analytics and data management services to a myriad of DCAMM business stakeholders.
  • Under the supervision of the Director of Data Analytics and Reporting, the EDP IV designs, implements, and maintains analytics and reporting tools (primarily in MS Power BI software, but also in MS Access, Excel, SQL, and other tools as needed based on business case).
  • The overall mission of the AR Unit is to provide actionable, data-driven insights that support DCAMM’s mission.
  • The Business Intelligence Analyst will develop and implement data specifications with our various business units for the underlying data sources to support analytics at DCAMM.
  • These data sources reside in our in-house SQL Server data warehouse (either on premises or in the cloud) maintained by DCAMM in coordination with ANF-IT staff.
  • Other direct connections are leveraged by the EDP IV, including the Commonwealth Information Warehouse (AWS Redshift platform), eBuilder, B2GNow, CAMIS, and a host of other data platforms.
  • To be effective, the EDP IV needs to understand a wide variety of business applications and business processes used by DCAMM business units to deliver services.
  • In addition, the EDP IV needs to master the technical aspects of Power BI, advanced Excel, MS Access, SQL Server (data warehousing), SharePoint, and other platforms used to generate effective, self-service AR tools for business users.

Duties & Responsibilities:

  • Work closely with ANF IT and various business users to determine requirements, assess data quality, establish data connections for reporting, automate those connections for update, develop prototype tools, test them, and iterate versions to ensure they meet the needs based on clear requirements gathering.
  • Develop dimensional data models that integrate various data sources and tables for more complex reporting purposes. These data models utilize warehouse data and are typically published over DCAMM’s Power BI Service to be reused and adapted to the larger community of business users at DCAMM, or colleagues within the AR team. 
  • Maintain permissions and privileges related to these data sets and general access to published reports on the MS Power BI Service.
  • Oversee work of outside consultants, and other staff as requested by the Director.
  • Develop and maintain an understanding of key process and data flows for these and other DCAMM programs (needed to effectively design AR tools in collaboration with business users).
  • Design, develop, test, implement new AR tools (primarily, but not exclusively in MS Power BI) for publication to a wide audience over Power BI Service.
  • Curate reusable data models within Power BI to assist in more efficient report development in the future.
  • Provide training and advisory services to DCAMM staff beyond the AR team so they can effectively use self-service reports or develop their own reporting tools as appropriate.
  • Provide status reports and tracking for AR projects to Director and business stakeholders – identify barriers to effective delivery of AR products and recommendations for overcoming barriers.
  • Provide status reports regarding technical support projects in partnership with ANF IT. These will most often be maintained in JIRA platform maintained by TSS.
  • Work with Director and all DCAMM staff to develop and implement plans for business process and/or source system improvements to support AR program or other key business outcomes for the agency.
  • Specifically assist Access and Opportunity team under OFA in its annual report preparation for design/construction contract compliance and payroll reporting.
  • Perform related duties as required.

Preferred Qualification:

  • Expertise in AR tools such as MS Power BI, advanced Excel, SQL databases.
  • Knowledge of principles of statistical analysis.
  • Knowledge of one or more programming language (VBA, Python, R, SQL, DAX expressions in MS Power Query).
  • Knowledge of DCAMM business processes and data flows related to construction, real estate, leasing, etc.
  • Bachelor’s Degree preferred (but not required).
  • Advanced or specialized knowledge of databases, Excel for data analytics, and MS Power BI (including implementation through Premium Service).
  • Knowledge of data modeling and integration techniques required to integrate disparate data sources to provide new insights.
  • Ability to work effectively with senior and line staff in developing requirements for analytics and reporting tools.
  • Ability to work effectively with technical team(s) to translate business user requirements into the technology tools used at DCAMM for AR.
  • The ability - through the use of interviews and review of technical documents - to understand complex data flows, business processes, and identify opportunities to integrate data in support of effective analytics.
  • Ability to exercise sound judgement in solving complex problems and developing work arounds where few precedents and guidelines are available.
  • Ability to communicate effectively in both oral and written form.
  • Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures, standards, guidelines, and specifications governing DCAMM.
  • Ability to exercise strong leadership in group situations, particularly in challenging situation adapting new technologies.
  • Strong quantitative skills.

Applicants must have at least

  • five years of full-time, or equivalent part-time, professional experience in electronic data processing, of which
  • at least three years must have been in work in which the major duties included computer systems analysis, or
  • any equivalent combination of the required experience and the substitutions below.

SUBSTITUTIONS:

  • An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.
  • A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.
  • A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.
  • A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.
  • An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming maybe substituted for a maximum of one year of the required (A) experience.
  • Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.
  • Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
