Consider joining the team at the Oregon Department of Consumer and Business Services – Division of Financial Regulation (DCBS-DFR) in support of the newly created

Prescription Drug Affordability Board (PDAB)

. The PDAB is tasked by the Oregon Legislature to protect residents of this state, state and local governments, commercial health plans, health care providers, pharmacies licensed in this state and other stakeholders within the health care system in this state from the high costs of prescription drugs.

Here’s what you will do:

As the Research Analyst, you will serve as project leader on developing major research studies for the Prescription Drug Affordability Board. The project lead will collaborate with Board leadership in developing research designs and analytic tools to support the Board’s objective of making prescription drugs more affordable for Oregonians.

Duties include:

  • Designing, implementing and evaluating complex research methodologies and applying complex analytical techniques and concepts to highly visible research studies and statistical projects

  • Analyzing data and preparing comprehensive interpretative statistical reports

  • Consulting with top-level agency management to interpret and explain research findings and how they relate to program issues

This position is eligible for

fully remote work

once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.

This position is permanent, full-time, and represented by SEIU.

The most competitive candidates will possess the following requested skills, experience, and knowledge:

  • Strong experience in research planning and design decisions including model development and data visualization

  • Advanced proficiency with database reporting and query writing and Microsoft Office applications (especially Access and Excel), SAS, SQL, and data warehousing

  • Experience in collaborating with policy analysis and development teams

  • Experience and responsibility for data stewardship and protection of confidential or sensitive information

  • Ability to explain verbally and in writing, statistical interpretations, caveats, data limitations, and assumptions in model development

  • Experience with technology systems, data warehouse software and hardware, end-user query tools and decision support applications

Minimum Qualifications:

  • A bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, AND three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

  • Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.

(DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.
