The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness. 

The OAG is seeking applications for a full-time Summer Law Clerk position with the Maryland Department of Labor (MD Labor). The OAG’s MD Labor Unit provides comprehensive legal services to the Maryland Department of Labor, including: 

• Advising MD Labor’s leadership and its divisions (Workforce Development and Adult Learning, Unemployment Insurance, Office of Financial Regulation, Labor & Industry, Occupational & Professional Licensing, Family and Medical Leave Insurance, and Racing) on day-to-day legal matters and compliance.
• Representing MD Labor and its boards in administrative hearings and court litigation (e.g. unemployment insurance appeals, occupational license disciplinary and consumer guaranty fund cases, workplace safety and wage enforcement actions).
• Drafting and reviewing legislation, regulations, and contracts to implement MD Labor’s programs (such as new workforce initiatives and the Family and Medical Leave Insurance program).
• Assisting in enforcement of labor and public safety laws – supporting investigations and prosecuting cases involving wage theft, worker misclassification, workplace safety, public safety and licensing violations – to protect workers and consumers.
• Coordinating with other units (e.g. the OAG’s Federal Accountability Unit) on matters where federal policies impact Maryland’s laws and programs, ensuring Marylanders’ interests are protected.

MD Labor is seeking a law clerk to support its attorneys across the broad range of legal matters identified above. Under the supervision of OAG MD Labor attorneys, the law clerk will assist with:

• Conducting legal research and drafting memoranda, motions, and proposed orders
• Responding to legal questions from agency clients and program staff
• Assisting with the implementation and interpretation of regulations
• Editing, cite-checking, and reviewing policies, guidance documents, and pleadings
• Reviewing procurement documents and other contractual matters
• Assisting with representation of the Department in lawsuits and administrative proceedings
• Attending client meetings, hearings, and internal agency meetings as appropriate

Qualifications:

• Currently enrolled in an accredited law school (rising 2L or 3L)
• Strong legal research, writing, and analytical skills
• Attention to detail and ability to manage multiple assignments
• Interest in public service or government practice
