The pay range for this position is $19.57 - $25.89 per hour

The State of New Hampshire, Department of Safety, Division of Homeland Security and Emergency Management has a part-time vacancy for Program Assistant II (43-6010-ADMIN ASSTS-4). This is a part time position that cannot exceed 29.5 hour per week and does not offer insurance benefits.

SUMMARY: To perform paraprofessional duties and assist with administrative and program support functions for various Sections within the Division of Homeland Security and Emergency Management (HSEM).

18 Months or 1.5 Years of additional relevant experience = Associate's degree

36 Months or 3 Years of additional relevant experience = Bachelor's degree

54 Months or 4.5 Years of additional relevant experience = Master's degree

MINIMUM QUALIFICATIONS:

Education: Associate's degree from an accredited institute of higher education with major study in business, information technology, communications, education, emergency management, law enforcement, fire science, engineering, public administration, homeland security or an emergency management related field.. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years of experience in business, information technology, communications, education, emergency management, law enforcement, fire science, engineering, public administration, homeland security or an emergency management related field, with responsibility for providing program information to others. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: None required.

SPECIAL REQUIREMENTS:

Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

RESPONSIBILITIES:

Compiles and disseminates information to Section staff to provide immediate access to important program information. Assists with exercises, drills and Emergency Operation Center (EOC) operations to support NH communities.

Creates, updates, edits and maintains a variety of documents in computerized data bases and spreadsheets in support of state and federal programs; e.g., tracking grant funds, contracts, expenses, local plans and information. Maintains a level of proficiency in computer office software packages (Word, Excel, etc.) and proofreading to ensure documents are submitted in a timely and accurate fashion.

Responds to inquiries from other state and federal agencies and the general public, assists the Section with special projects, attends meetings as needed, provides program guidance and operational information to agency staff, other state employees, local officials, stakeholders, and the general public in various forms; including electronic mail and via telephone.

Assists in collecting data and compiling annual, quarterly and monthly reports for FEMA, and others, as requested. Properly maintains documents, forms, files, plans and procedure documents.

Assists with the development and coordination of Fiscal/Governor and Council items for grant programs including oversight of local grant compliance and collects documentation to ensure timely closeouts of sub-recipient grant awards. Updates and maintains information in Item Request Tracking (IRT) system and the NHFIRST Lawson system for grant payment status and encumbrance reports.

Assists with HSEM's training programs to include researching topical areas, updating modules, manuals, guidelines and related materials.

Makes recommendations on updates and changes to Standard Operating Procedures (SOP), guidelines, directories, rosters, contact lists and related materials; ensures that materials are promptly and accurately maintained, distributed and filed.

Coordinates activities of the Section's personnel to include: planning meetings, facilitating travel, accommodations, and registration for meetings and conferences, and other administrative duties necessary to support the day-to-day activities of the Section.

Provides coverage for the agency's main switchboard, as needed.
