Job Description - 21st Century Program Specialist- Part-time

Job SummaryEstablishes and maintains all 21st CCLC after-school program working committees necessary for program development, delivery, evaluation, and advocacy. Establishes and maintains strong and effective working relationships with school-based/community-based after-school providers. Works with each site coordinator and their school’s ASP Advisory Board.


Duties and Responsibilities:  


1.


Provide technical assistance, guidance, and support to Texas  21st CCLC subgrantees in the implementation of the  21st CCLC Program.


2. 


Daily oversight of grant budget and grantee awards.


3. 


Manage grant funds according to allowable project budget and federal requirements.


4.


Adhere to state and federal regulations as they apply to Title IV Part B of ESEA and  21st CCLC Non-Regulatory Guidance.


5.


Serve as a secondary contact for the federal reporting system, 21st Annual Performance Reporting System, and provide grantees support with data management collection and reporting for the statewide reporting system, EZ Reports.


6.


Assist with the administration of grant competition for  21st CCLC funds, including conducting Request for Application workshops, managing subgrantee online applications, leading the grant review process, and facilitating new grantee orientation in connection with the Program Coordinator.


7.


Support annual Fall and Spring statewide training for grant directors and yearly New Director’s training.


8.


Support onsite monitoring visits for compliance with federal law and provide technical assistance.


9.


Support site visits and family engagement event visits.


10.


Attend national professional development conferences and represent the State of Texas.


11.


Format public documents for ADA accessibility per SDE policies and procedures.


12.


Support planning for the annual Idaho State Prevention and Support Conference, including budget creation, securing location, negotiating pricing, contract creation, and onsite management.


Education:  High school diploma or GED is required.



Work Experience:  



  • 1-2 years of experience in youth development programs.

  • 1-2 years of experience in office support functions, functions including word processing, filing, composing a variety of business documents, gathering and compiling data, and balancing and coordinating a workload for multiple projects.

  • Experience handling a budget beyond personal finances.

  • Experience making presentations to groups.



Competencies:



  • Must have strong organizational skills and ability to manage multiple projects.

  • Must be proficient in Microsoft applications and online search engines.

  • Must have the ability to communicate well, orally and in writing.

  • Applicant must have interpersonal skills and abilities to work effectively as a member of a team, promote team goals, and maintain team climate.



Equipment Used: Microsoft Office, Eduphoria, Office equipment (e.g., computer, copier). General Knowledge of accounting procedures, district policies, and school law.
