Job: Associate Program Director, Clinical Services
Status: Part-Time (25-30 hours per week)
Location: Hybrid (in-person on Wednesdays and Thursday afternoons required)
Salary: Associate Director salary range is $80-$100,000 annually, prorated to hourly rate for temporary, time-bound position. Benefits negotiable.

The Position
NJHRC is seeking an Associate Program Director with demonstrated clinical expertise to provide leadership and operational oversight for the Middlesex Harm Reduction Center (HRC) during a key period of transition and organizational growth. This is an internal opportunity for a time-bound position, open to current NJHRC staff and embedded consultants.
The Associate Program Director, Clinical Services is responsible both for providing direct services to HRC members and bringing high-quality program leadership to the Middlesex HRC service lines, including the hiring and supervising of Middlesex HRC staff. This is a time-limited position with an explicit mandate to support the Program Director and Middlesex HRC team through a period of change, ensuring excellent direct harm reduction services throughout.
The Associate Program Director will bring unique insight into clinical best practices for direct service providers (e.g. motivational interviewing, boundary setting, emotional self-regulation) and how these practices intersect with harm reduction priorities — helping us build sustainable, scalable systems rooted in dignity.
Key Responsibilities
Direct Service Provision & Program Leadership
Oversee all aspects of Middlesex HRC operations, including staffing, scheduling, program coordination, data collection, and quality assurance
Provide on-site staffing for drop-in center operations including conducting harm reduction counseling sessions and staffing reception
Lead mobile outreach programming, including direct service delivery and program development
Lead clinical case planning with harm reduction team
Lead care coordination processes including member transportation coordination (UberHealth) and member Letters of Support until Social Worker is onboarded
Oversee New Jersey Department of Health database reporting and compliance requirements
Staff Development & Supervision
Provide direct supervision to Harm Reduction Specialists
Conduct weekly coaching sessions with Middlesex HRC on-site staff as requested
Facilitate staff training and professional development during team meetings
Support Middlesex HRC staff in excellently implementing harm reduction best practices and organizational protocols
Lead hiring of open Harm Reduction Specialists and Harm Reduction Manager (or Senior Manager) positions
Train Social Worker, once hired, in existing processes and protocols
Program Development
Create and document mobile outreach program guide, including standard operating procedures
Develop drop-in center program documentation and operational protocols
Design and facilitate staff trainings on harm reduction practices, trauma-informed care, and program-specific topics
Support continuous quality improvement initiatives
Team Coordination
Lead weekly Middlesex HRC program meetings and identify and implement opportunities for improved teamwork and collaboration
Attend Monday all-staff meetings, participate in facilitation rotation, and contribute to organizational initiatives
Participate in Executive Leadership Team

Clinical training and experience in harm reduction or intersectional work
Excellent prioritization and judgment across program operations responsibilities, direct service provision, and supervision of direct service staff (this role requires range)
Strong communication skills and ability to build trust across a diverse team
Demonstrated knowledge of harm reduction philosophy and practice and ability to teach others
Valid drivers’ license and ability to drive both minivan and cargo van
