JOB SUMMARY
This position supports the Director of Engineering at the Air National Guard Air Force Reserve Command Test Center (AATC). The Budget Analyst will be assisting the Resource Advisor for AATC located at Morris Air National Guard Base in Tucson, AZ., and at TDY locations. The analyst will perform resource management functions to effectively plan, develop, coordinate, publish guidance, program, budget, and execute all DOD appropriations in support of AATC.
ROLES AND RESPONSIBILITIES
- Perform a variety of financial management functions to include program management reviews and assessments of programs, completion of budgetary forms in DEAMS and other financial programs.
- Provide complex substantive resource management support services in the areas of program analysis, annual/multi-year/long range programs whose requirements are interrelated and unstable.
- Assess problem areas within the resource advisor's area of responsibility and recommends timely financial requirement changes to provide a quality product. Independently changes work priorities.
- Identify and analyze financial problems, conduct research, summarize results, and make appropriate corrective recommendations.
- Research for possible techniques to improve internal processes based on findings, studies, audits, testing processes, and noted discrepancies. Provide findings of research to the AATC Director of Finance.
- Manage budget projects, prepare documents, resolve customer and technical concerns, meet deadlines.
- Determines the actions required by considering applicable instructions, references, objectives, customer desires, established program logic, and system constraints.
- Poses working knowledge of one or a few simple automated or manual file systems to locate, add, retrieve, or correct routine information using well-established, clear-cut procedures; and/or knowledge of simple arithmetic used in financial operations to perform or to verify simple calculations using basic formulas.
- Poses working knowledge of a variety of accounting and budget functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and conducting extensive and exhaustive searches for required information or performing actions of similar complexity.
- Poses working procedures, the structure and content of accounting, budget, or other financial management related documents (e.g., invoices, reports, etc.), to investigate and resolve routine or recurring discrepancies, check documents for adequacy, or perform comparable actions that are covered by established procedures; and/or knowledge of frequently used and clearly stated regulations and rules to determine if a transaction is permitted or to respond to recurring questions from agency personnel, clients, and others.
- Poses working knowledge of the interrelationships of various accounting systems applications and computer file systems and content to resolve problems of processed transactions (e.g., knowledge of computer master file systems, document processing, and the effects of transactions on existing records to modify normal automated processes in existing accounts while protecting historical data). These modifications relate to obligations, collections, disbursements, and interfund transactions.
- Poses working knowledge of various accounting, budget, or other financial regulations, laws, and requirements (e.g., related fiscal, administrative rules associated with recording and tracking budgetary transactions, documentation requirements, etc.) to ensure compliance and recommend action.
- The Budget Analyst will submit MSR’s (Monthly Status Reports) to GMRE headquarters by the 10th day of every month. The MSR will include employee’s name, supported MDS, a maximum of 5 bullet points for significant events for the month, travel for the past month and any significant events and activities for the next 60 days.
