New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The Office of Strategic Operations (OSO), which reports into the Chief of Staff, is responsible for managing high-priority agency-wide or citywide initiatives that support the growth of emergency management at both our agency and the City at large. OSO works to provide innovative proposals to continuously improve our internal, interagency, and externally facing operations. To accomplish its goals, OSO is organized into three Units: Analysis and Evaluation, Strategy and Innovation, and Continuity of Operations (COOP).
Project Description/Intern Responsibilities:
The Continuity of Operations (COOP) Unit is responsible for managing the City’s COOP Program and enabling City agencies to continue providing essential services during emergencies.
The NYCEM Continuity Unit is seeking a college aide to support the development and implementation of continuity planning tools and practices across 47 city agencies. This role will provide the opportunity to gain hands-on experience in emergency management, interagency coordination, and organizational resilience, with a focus on continuity of operations (COOP).
Examples of projects that the college aide may be asked to complete include:
- Support the onboarding of city agencies to the new continuity plan management system, including user support, tracking progress, and testing system functionality;
- Assist with the development of citywide guidance documents and best practice materials on continuity planning;
- Help organize and facilitate continuity working group meetings and agency engagement sessions, including taking notes and preparing summary materials;
- Contribute to content development for presentations and other informational products to increase awareness and understanding of continuity planning.
Preferred Skills:
- Proficient in Microsoft Suite (Word, Excel, Forms, Outlook etc.)
- Strong written, and oral communication skills
- Attention to detail
- Ability to work well in a team

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.
SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
