Job Description - Co-Facilitator (Part-Time) - Clean Ports Program


Position Overview

The Utah Inland Port Authority (UIPA) is looking for a part-time Co-Facilitator who will play a critical role in planning and leading bimonthly meetings for the Near-Port Community Steering Committee. The Steering Committee is a group of about 20 residents of West Valley City and Salt Lake City’s Westside that will provide input on the Utah Inland Port Authority’s Clean Ports Program grant activities. The Co-Facilitator will be essential for fostering positive, trusting working relationships with the Steering Committee and the broader community living near the Salt Lake City Intermodal Terminal, the facility where Clean Ports Program activities will take place. 

Working closely with the Clean Ports Program Community Engagement Manager, the Co-Facilitator will ensure that Steering Committee meetings are productive, inclusive, and community-driven. Key functions include leading portions of the meeting discussions, providing feedback for agenda refinement, and supporting the evaluation of meeting effectiveness.

Please note that this is a part-time, term-limited, non-benefited role. The Co-Facilitator will work up to 68 hours total in 2026 and up to 80 hours total in 2027. 

Working hours will be distributed as follows: 

  • March 2026: Up to 20 hours
  • May 2026, July 2026, September 2027, November 2026, January 2027, March 2027, May 2027, July 2027, September 2027, November 2027: up to 12 hours each month
  • December 2027: Up to 8 hours

Key Responsibilities

Foster and maintain positive working relationships with members of the Near-Port Community Steering Committee, as well as other community members residing near the Salt Lake City Intermodal Terminal.

Work actively with the Clean Ports Program Community Engagement Manager to provide input on the structure and content of Near-Port Steering Committee meetings.

Co-facilitate the bimonthly Near-Port Steering Committee meetings by:

  • Providing support with logistics, tracking time, and recording key decisions. 
  • Actively leading discussions on designated agenda items.
  • Helping to manage group dynamics to ensure a focused and productive dialogue.

Assist the Community Engagement Manager in systematically evaluating the effectiveness of each meeting and identifying areas for improvement.


Requirements

Qualifications

  • Must be a current resident of Salt Lake City’s Westside (Westpointe, Rose Park, Jordan Meadows, Fairpark, Poplar Grove, or Glendale neighborhoods) or of West Valley City. 
  • Must possess a High School Diploma or GED (or equivalent)
  • Must speak, read, and write English fluently.
  • Minimum of 1-2 years of proven experience in leading, assisting, or participating in group discussions, workshops, training sessions, or meetings.
  • Excellent verbal communication and presentation skills with the ability to clearly articulate ideas, provide concise instructions, and engage a range of participants.
  • Demonstrated ability to listen attentively and empathetically, summarize key points, and respond appropriately to participant input.
  • Ability to resolve conflict quickly and appropriately.
  • Capacity to assist with logistical tasks, manage time effectively during a session, and follow a pre-planned curriculum or agenda.
  • Ability to work independently as well as in a team environment. 
  • Strong desire to learn new skills.
  • Must have access to a computer and to secure (password-protected) Wi-Fi to use for communication with Clean Ports staff and for Steering Committee meeting planning.
  • Demonstrated experience engaging with and building relationships within Salt Lake City’s Westside community and/or West Valley City.
  • Availability and willingness to consistently work the required part-time hours, which will include eleven weekday evenings between March 2026 and November 2027.
  • Fluency or proficiency in a foreign language, such as Spanish, would be beneficial but is not required.

Pay Rate

$35.00 / hour

About the Clean Ports Grant

On February 28, 2024, the EPA announced the CPP grant competitions. $3 billion in funding was available from the Inflation Reduction Act (IRA) to fund zero-emission (ZE) port equipment and infrastructure, as well as climate and air quality planning (CAQP), at U.S. ports. 

The Utah Inland Port Authority (UIPA) has been awarded approximately $2.4 million dollars to complete the following CAQP activities:

  • Develop a baseline emissions inventory for vehicles/equipment operating at the SLCIT
  • Assess diesel emission reduction strategies
  • Launch a formal process to get input from near-port communities and other stakeholders on CAQP activities
  • Engage SLCIT workers on CAQP activities
  • Conduct a ZE workforce impact assessment
  • Prepare and publish documents summarizing the result of CAQP activities
