Temporary Part-Time 

GENERAL DESCRIPTION: 

The purpose of this position is to develop, manage, and oversee construction projects from planning to completion, ensuring they are completed on time, within budget, and to quality standards. The role involves working with stakeholders, including county employees, contractors, and the general public, to define project concepts, develop budgets, plan for potential issues, set timeframes and deadlines, and create project plans. Daily tasks include construction management, procurement, requisitions, quoting materials, and ensuring compliance with building codes.

ESSENTIAL JOB DUTIES:

· Develop and implement project plans, including timelines, budgets, and resource allocation.

· Oversee construction activities, ensuring compliance with safety regulations and quality standards.

· Work closely with subcontractors to coordinate project tasks and resolve issues.

· Monitor project expenses and ensure that costs are controlled and within budgetary limits.

· Create and manage work schedules for construction teams, ensuring timely completion of project phases.

· Maintain clear communication with stakeholders, keeping everyone informed about project progress and changes.

· Conducts field inspections to collect data, verify existing conditions and monitor conformance with plans/specifications.

· Monitors individual project budget summaries assuring expenditures are within approved budget, tracking changes to the contract documents that may result in change orders.

· Assists with project financial reports, accounting and grant reimbursements. Prepares project budgets and assists with budget development, as requested. Monitors and ensures all requirements of grants and contracts are met. 

· Assures effective communication among consultants, contractors, department heads and other stakeholders. Conducts needs assessment and meets with personnel to assure needs are being met by proposed designs and specifications. Communicates project status to staff and other affected groups, keeping staff informed as to the progress of projects and of any developing problems, recommending alternative courses of action to mitigate such problems.

· Plans, conducts and presents at project-related meetings. Coordinates design, specification and construction meetings.

· Serves as a resource as requested to other County departments by consulting on facility issues.

· Assists in ensuring department compliance with all County policies and procedures, standards of quality and safety, and all applicable local, state and federal laws and regulations.

· Keeps up to date with federal and state laws governing the environment and buildings.

· Assists in developing strategic plans to help the department meet the growing recreation needs of the community.

· Attends County, staff and community meetings and events as appropriate.

· Ensures assigned projects are on time and within budget.

· Acts as a liaison between the county and contractors.

· Guides, coaches, and trains team members working on projects.

· Conducts site visits to oversee construction and assess project progress.

· Performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES: 

Knowledge of principles and practices of project management and contract administration. 

Knowledge of current construction methods, costs and cost estimating. 

Knowledge of building and land use permits, processes and requirements. 

Knowledge of applicable local, state and federal laws, codes and standards related to construction 

Knowledge of design and construction management including developing bid specifications, reading blueprints and evaluation of design and construction projects. 

Knowledge of fiscal management including budget preparation, cost and budget analysis, expenditure control and records management. 

Skill in planning and organizing, problem analysis and decision-making, interpersonal sensitivity, adaptability and flexibility and time management. 

Skill in the operation of various computer programs including word processing, spreadsheets, database programs including Permitting and Project Management software and other applications specific to the area of assignment. 

Ability to listen attentively and communicate effectively, both orally and in writing, with individuals and groups in clear, concise language appropriate for the purpose and parties addressed, including preparing and making public presentations which can be understood by non-technical listeners and preparing written reports, materials, correspondence, and procedures. 

Ability to establish and maintain effective working relationships with other employees, County officials, contractors and developers, representatives of other governmental agencies and the general public. 

Ability to demonstrate the Public Service Competencies of Service Orientation, Results Orientation, and Teamwork and Cooperation. 

Proficiency in project management software and tools, as well as a strong understanding of construction methods and materials.

Strong leadership and team management skills to effectively guide construction teams and subcontractors.

EDUCATION AND EXPERIENCE:

High School Diploma or equivalent, and five-ten (5-10) years of experience in construction management or a related field; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Experience in engineering, architecture, construction management and construction are preferred.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS: 

Required:  Valid driver's license. Must be able to obtain specialty certifications as required. Other training/certifications as deemed necessary.

Preferred: Carpentry, Plumbing, Electrical, General Maintenance.

PHYSICAL DEMANDS: 

The work is light work which requires exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. 

This position has the following special vision requirements: close vision (clear vision at 20 inches or less); distance vision (clear vision at 20 feet or more); color vision (ability to identify and distinguish colors); peripheral vision (ability to observe an area that can be seen up or down and to the left and right when vision is fixed on a given point); depth perception (three-dimensional vision, ability to judge distances and spatial relationships); adjust focus (ability to adjust the eye to bring an object into sharp focus).

WORK ENVIRONMENT: 

Work is performed in a demanding indoor and/or outdoor work environment; may encounter noise, weather, extreme temperatures, moisture, humidity, dust, odors, fumes, gases, poor ventilation, vibration, electrical hazards, mechanical hazards, chemical hazards, burn hazards, bio-hazardous waste, moving mechanical parts, or working in high places. In the performance of their duties, employees may be required to use personal protective equipment such as face masks, goggles, boots, gloves or eye shields.
