Job Description - Early Childhood ACEs Program Coordinator


Location

Salisbury, MD

Position Overview

The Early Childhood ACEs Program Coordinator manages comprehensive programming that provides assessments and intervention services for children ages 0-5 who were born substance exposed or have experienced or are at risk for experiencing Adverse Childhood Experiences (ACEs).

Contract Period

July 24, 2025 - June 30, 2026

Target Population

Minimum 40 children between ages 0-5 who were born substance exposed and/or have experienced or are at risk of experiencing ACEs.

Essential Duties and Responsibilities

Program Management

  • Develop and implement comprehensive assessment protocols for children ages 0-5 exposed to ACEs
  • Create service delivery models that demonstrate meaningful participant engagement
  • Ensure in-person service delivery in safe and stable environments
  • Manage program operations to serve minimum 40 children annually
  • Coordinate post-assessment follow-up services

Community Partnership Development

  • Establish formal partnerships through Memorandums of Understanding (MOUs), contracts, or written agreements
  • Collaborate with Department of Social Services, Health Department, Local Behavioral Health Authority, area hospitals, Judy Center, Birth-to-five programs, and Infants and Toddlers programming
  • Identify and access target population through community partner networks
  • Coordinate referral systems and service delivery networks

Assessment and Service Coordination

  • Conduct comprehensive assessments to determine recommended services
  • Provide direct services or coordinate referrals to appropriate providers as needed
  • Implement evidence-based practices, promising practices, or best practices with verifiable outcomes
  • Ensure quality management of intervention services provided by community organizations

Trauma-Informed Care Implementation

  • Incorporate intentional efforts to reduce Adverse Childhood Experiences
  • Increase Trauma-Informed Practices (TIPs) throughout service delivery
  • Address intergenerational transmission of ACEs with participants
  • Identify and target individuals at higher risk for behavioral health concerns related to ACEs and trauma

Equity and Inclusion

  • Implement intentional efforts to address racial and ethnic disparities
  • Develop long-term and short-term strategies for reducing race equity issues within the target population
  • Use race equity data to influence programming decisions

Data Collection and Reporting

  • Collect and analyze Results-Based Accountability (RBA) data including:
    • How Much: Number of referrals received, children completing assessments, parents/caregivers enrolling in workshops
    • How Well: Number of children completing recommended services, parents/caregivers completing workshops
    • Better Off: Number of children showing improvement on follow-up assessments, parents/caregivers reporting service effectiveness
  • Submit monthly financial reports
  • Submit quarterly performance reports
  • Participate in quarterly site visits by program staff
  • Attend required monthly vendor meetings

Administrative Responsibilities

  • Maintain accurate fiscal records according to generally accepted accounting principles
  • Ensure compliance with all federal, state, and local laws and regulations
  • Coordinate with program staff on budget modifications and program changes
  • Maintain proper documentation for audit purposes

Required Qualifications

Education and Experience

  • Bachelor's degree in social work, psychology, child development, public health, or related field
  • Minimum 3 years experience in early childhood programming or trauma-informed care
  • Experience working with substance-exposed children and families affected by ACEs
  • Demonstrated experience operating cost-effective programs with positive outcomes

Knowledge and Skills

  • Understanding of Adverse Childhood Experiences (ACEs) and their impact on child development
  • Knowledge of trauma-informed practices and evidence-based interventions
  • Familiarity with Results-Based Accountability (RBA) model
  • Understanding of racial equity principles and implementation strategies
  • Knowledge of early childhood development (ages 0-5)
  • Experience with community partnership development and management

Technical Competencies

  • Proficiency in data collection, analysis, and reporting
  • Experience with program evaluation and outcome measurement
  • Financial management and budget oversight capabilities
  • Strong written and verbal communication skills
  • Ability to prepare professional reports and documentation

Preferred Qualifications

  • Master's degree in relevant field
  • Licensed mental health professional credentials
  • Previous experience with Local Management Board (LMB) funded programs
  • Bilingual capabilities (English/Spanish preferred)
  • Experience with substance abuse treatment and prevention

Working Conditions

  • Part-time position (20-30 hours per week) with flexible scheduling to accommodate family needs
  • In-person service delivery required
  • Travel within the local area for home visits and community meetings
  • Occasional evening or weekend work for family accommodation

Physical Requirements

  • Ability to work in various community settings
  • Reliable transportation for community visits
  • Ability to lift and carry program materials
