Job Description - Homeless Youth Services Coordinator


Program: Homeless Youth Services Program
Contract Period: July 24, 2025 - June 30, 2026
Location: Salisbury, MD

Position Overview

The Homeless Youth Services Coordinator will deliver case management services and resource coordination to youth who are homeless or at risk of homelessness in the Salisbury, MD area. The position operates within a youth drop-in center and serves participants between ages 14-25. This role requires direct service delivery in a safe and stable environment with meaningful participant engagement.

Essential Functions

Direct Service Delivery

  • Provide initial case management services to homeless and at-risk youth ages 14-25
  • Coordinate resources and referrals to meet immediate and long-term participant needs
  • Facilitate school re-engagement, adult basic education connections, or workforce development program linkages
  • Provide linkages to emergency shelters, transitional housing, and housing stabilization programs
  • Assist participants with healthcare access as needed
  • Deliver services in person within the youth drop-in center environment

Community Collaboration

  • Collaborate with community partners to establish linkages to education and workforce development resources
  • Build and maintain relationships with local service providers, schools, and community organizations
  • Participate in community meetings and networking events to expand service connections
  • Coordinate with housing advocacy programs and emergency shelter providers

Program Implementation

  • Incorporate peer input into program design and implementation processes
  • Implement evidence-based practices and promising practices with verifiable outcomes
  • Address racial and ethnic disparities through intentional program efforts
  • Reduce Adverse Childhood Experiences (ACEs) through trauma-informed practices
  • Maintain program operations that demonstrate meaningful participant engagement

Data Collection and Reporting

  • Collect and document Results-Based Accountability (RBA) data including:
    • Number of participants enrolled in the program
    • Number of participants identifying as homeless for the first time
    • Number of participants provided with housing services
    • Participant feedback on center safety and staff trustworthiness
    • Housing stability improvement measurements
  • Complete monthly financial reports
  • Submit quarterly performance reports
  • Participate in quarterly site visits from WPFC staff
  • Attend monthly required vendor meetings

Administrative Responsibilities

  • Maintain participant files and documentation in compliance with program requirements
  • Ensure confidentiality and privacy of all participant information
  • Track service delivery and outcome data for reporting purposes
  • Coordinate with supervisor for budget modifications or program changes (requires written approval)

Required Qualifications

Education and Experience

  • Bachelor's degree in Social Work, Human Services, Psychology, or related field
  • Minimum of 2 years experience working with youth populations
  • Experience with case management and resource coordination
  • Knowledge of trauma-informed practices and adverse childhood experiences

Skills and Competencies

  • Strong interpersonal and communication skills for engaging vulnerable youth populations
  • Ability to build trust and rapport with participants aged 14-25
  • Knowledge of community resources and referral processes
  • Cultural competency and understanding of racial equity issues
  • Crisis intervention and de-escalation skills
  • Proficiency in data collection and basic computer applications

  • Demonstrates calm confidence in challenging situations
  • Shows empathy and non-judgmental approach with participants
  • Maintains professional boundaries while being supportive
  • Exhibits reliability and consistency in service delivery
  • Commitment to youth development and empowerment

Preferred Qualifications

  • Master's degree in Social Work or related field
  • Previous experience with homeless or at-risk youth populations
  • Knowledge of housing programs and housing advocacy
  • Experience with Results-Based Accountability (RBA) methodology
  • Bilingual capabilities (English/Spanish preferred)
  • Experience working in drop-in center or similar community-based settings

Working Conditions

  • Part-time position with flexible scheduling to meet program needs
  • Work performed primarily in youth drop-in center environment
  • Occasional evening or weekend hours may be required for program activities
  • Some community outreach and meeting attendance required
  • Must be able to work with vulnerable populations experiencing crisis situations

Physical Requirements

  • Ability to sit, stand, and walk for extended periods
  • Capable of lifting up to 25 pounds occasionally
  • Adequate vision and hearing to interact with participants and maintain safety
  • Ability to respond quickly in emergency situations

Supervision and Reporting

  • Reports to Program Director or designated supervisor
  • Participates in regular supervision meetings
  • Collaborates with Local Management Board staff and community representatives
  • Maintains professional relationships with community partners

Performance Expectations

  • Serve minimum of 75 youth participants during contract period
  • Achieve program outcome targets for housing services and stability
  • Maintain high participant satisfaction ratings for center safety and staff support
  • Complete all required reporting and data collection within specified timeframes
  • Demonstrate cultural competency and trauma-informed practice implementation
