Human Resources Management Instructor

JOB TITLE: Human Resources Instructor

LOCATION: CHESAPEAKE VA 23322

DUTIES:

The instructor is expected to provide a three-day instructor instructor led class will take place during the last week of the three-week Navy Security Force Officers (NSFO) Course. Seven separate convenings are required each year and are planned at least nine months in advance.Curriculum shall include the following:

• Civilian Personnel Foundations

• Position Management

• Recruitment and Retention
• Performance Management
• Civilian Employee Operations
• Collective Bargaining Agreements and Union Labor
• Special Programs

• Specific topics shall include:

  • Merit System Principles
  • Prohibited Personnel Practices
  • Classification and Position Descriptions
  • Writing Effective Position Descriptions
  • Staff and Position Management
  • EEO and Supervisor's role
  • Civilian Employee Assistance Program
  • DoN Performance Management Programs
  • Federal Compensation Act
  • Federal Drug Free Workplace Program
  • Performance management
  • Addressing Employee Misconduct
  • Addressing Employee Poor Performance
  • Alternative Dispute Resolution
  • Pay, Time & Attendance, Hours of Work, and Leave
  • Federal Labor Relations Program

EDUCATION & QUALIFICATIONS:

• The contractor shall have demonstrated experience instructing Navy military and civilian leaders
• A Bachelor Degree in Business Administration, Communications, Education, Criminal Justice, Human Resources or a related field is required.
