Job Description - Organizational Change Management

Based in Falls Church, VA, MPS is a Small Business, dedicated to empowering our clients through innovative change management services, with a focus on organizational effectiveness. Organizational Change Management


M Powered Strategies (MPS) is seeking an Organizational Change Management (OCM) & Training Lead to support a federal consulting engagement focused on implementing a sustainable business intelligence (BI) capability across a globally distributed organization. This role will lead user adoption, training development, and knowledge transfer efforts to ensure that new dashboards and data processes are understood, adopted, and maintained by agency staff. The ideal candidate has experience supporting change in operational environments, developing practical training materials, and working with non-technical users to build confidence in new tools and processes. This is a hands-on role focused on practical implementation—not large-scale transformation programs or theory-heavy change frameworks.


 


Key Responsibilities



  • Develop and execute a practical change management and adoption strategy aligned to BI implementation

  • Identify key user groups (e.g., leadership, site managers, functional staff) and tailor engagement approaches

  • Design and deliver training sessions (live and recorded) for end users and designated “super-users”

  • Develop clear, accessible training materials, including job aids, quick reference guides, and recorded modules

  • Support the development of a train-the-trainer model to enable internal sustainment

  • Collaborate with stakeholders to ensure dashboards align with real-world workflows and user needs

  • Support communication and engagement activities to build awareness and buy-in

  • Define lightweight governance processes to support ongoing dashboard use and maintenance

  • Gather user feedback and support iterative improvement of training and materials

  • Ensure solutions are usable and sustainable for staff with varying levels of technical familiarity


 


Work Structure & Expectations


This role supports a phased consulting engagement with variable level of effort over time:



  • Months 1–4 (Data & Requirements Phase): ~10–20% utilization

  • Months 5–8 (Dashboard Development Phase): ~20–30% utilization

  • Months 9–12 (Training & Sustainment Phase): ~45–55% utilization



Required Qualifications



  • 5+ years of experience in organizational change management, training, or consulting

  • Experience developing and delivering training for non-technical users

  • Experience supporting implementation of new tools, systems, or processes

  • Strong communication and facilitation skills

  • Ability to translate complex concepts into clear, user-friendly materials

  • Experience working directly with stakeholders across multiple roles and levels

  • Experience supporting U.S. federal clients or similarly complex organizations


 


Preferred Qualifications



  • Experience supporting BI, data, or reporting tool adoption (e.g., Power BI, dashboards)

  • Familiarity with change management frameworks (e.g., Prosci), applied in practical settings

  • Experience working with geographically distributed or field-based organizations

  • Experience developing asynchronous training (recorded modules, self-paced materials)

  • Experience defining governance or sustainment processes
