Job Description - Parking Enforcement Officer

CITY OF BISHOP
POLICE DEPARTMENT
PARKING ENFORCEMENT OFFICER - PART TIME (20 hours a week max)


$20.55 - $22.55 PER HOUR, DOE



The City of Bishop is accepting applications for the position of Parking Enforcement Officer.


 


The Parking Enforcement Officer patrols assigned areas by vehicle, bicycle, and on foot to enforce City of Bishop Municipal Code and California Vehicle Code parking regulations. Issues citations and warnings, coordinates towing/impound when authorized, responds to citizen inquiries and complaints, testifies in court, and performs related clerical and field duties that support orderly parking, traffic safety, and downtown/business district turnover. This is a civilian, non-sworn position emphasizing education, voluntary compliance, and professional customer service while maintaining consistent, impartial enforcement.



This is a part time position. With a maximum of 20 hours per week. Salary will be based on experience.

 Job Description


 


DEFINITION


Under general supervision, patrols assigned areas by vehicle, bicycle, and on foot to enforce City of Bishop Municipal Code and California Vehicle Code parking regulations. Issues citations and warnings, coordinates towing/impound when authorized, responds to citizen inquiries and complaints, testifies in court, and performs related clerical and field duties that support orderly parking, traffic safety, and downtown/business district turnover. This is a civilian, non-sworn position emphasizing education, voluntary compliance, and professional customer service while maintaining consistent, impartial enforcement.



SUPERVISION RECEIVED AND EXERCISED



  • Receives general supervision from a Police Sergeant or Corporal.



EXAMPLE OF DUTIES


The duties listed below are examples of the work typically performed by employees of this class. An employee may not be assigned all duties listed and may be assigned duties which are not listed below. Marginal duties are those which are least likely essential functions for any single position in this class.




  • Patrols designated zones (downtown, business corridors, residential permit areas, special events) to identify and address parking violations.

  • Issues parking citations and warnings using handheld devices; documents violations with photos and notes.

  • Enforces time limits, loading zones, handicap/disabled placards, signed restrictions, curb rules, and temporary restrictions.

  • Coordinates authorized tows/impounds; completes and processes related forms.

  • Responds to and resolves parking-related complaints and inquiries; provides directions and information to the public.

  • Operates department vehicles, radios, body-worn cameras, and handheld citation writers.

  • Prepares reports; collects and preserves evidence; appears and testifies in court.

  • Conducts parking surveys, signage/curb paint checks; reports hazards or faded markings.

  • Supports Police Department with non-enforcement duties as assigned, including traffic control, found property, and public education.



QUALIFICATIONS




Knowledge of:



  • Municipal and California Vehicle Code parking regulations and enforcement practices.

  • City of Bishop ordinances relevant to parking and traffic safety.

  • Principles of exceptional customer service and conflict de-escalation.

  • Use of handheld citation devices, body-worn cameras, and related technology.



Ability to:



  • Interpret and apply laws, ordinances, and posted restrictions consistently and impartially.

  • Communicate clearly and respectfully in person and in writing.

  • Exercise sound judgment when handling confrontational situations or working

  • Establish and maintain effective working relationships with coworkers, businesses, residents, and visitors.

  • Safely operate a City vehicle and work outdoors in varying weather conditions.




Skill to:



  • Understand and carry out both oral and written directions.

  • On a continuous basis, know and understand operations and observe safety rules.

  • On a continuous basis, sit and stand for extended periods of time.

  • Traverse uneven terrain, periodically standing, stooping, bending, climbing, and kneeling to perform site inspections.

  • Working in exposure to various weather conditions.

  • Normal vision to read handwritten and printed material and a computer screen.

  • Learn to interpret and apply rules, regulations, and ordinances relating to police operations.

  • Use a computer, calculator, telephone, photocopy machine and camera.

  • Analyze situations quickly, calmly, and objectively and to determine proper course of action.

  • Safely and effectively perform duties.

  • Establish and maintain effective working relationships with those contacted in the performance of required duties.

  • Communicate clearly and concisely, both orally and in writing.


 


EDUCATION, EXPERIENCE AND TRAINING GUIDELINES


Any combination of education, experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:



Education:



  • High school graduate or equivalent.


Experience and Training:



  • One year of customer service, code/parking enforcement, or related public contact experience preferred.


Special Requirements:



  • At least 18 years of age.



  • Must possess or obtain by appointment date a valid driver’s license issued by the state of California.

  • Must successfully complete a pre-employment background investigation and physical.

  • Bilingual Preferred.

  • Hearing Standard: normal hearing

  • Frequent walking/standing, including extended foot patrol; occasional bending, kneeling, reaching, and lifting up to 25 lbs. Exposure to outdoor conditions, traffic, and potential confrontational situations with the public.

  • Requires maintaining composure and professionalism in all interactions.

  • While performing the duties of this job, the employee frequently works in outside weather conditions, which may include extreme cold, windy and other wintery conditions. The employee is occasionally exposed to wet and/or humid conditions, extreme cold, and extreme heat. The noise level in the work environment is usually moderate.
