GENERAL DESCRIPTION: 

The purpose of this position is to perform skilled, specialized work in the operation of the Oconee County Regional Airport. This position ensures the safe and efficient operation of aircraft on the ground. Primary responsibilities include refueling and moving aircraft, maintaining ground support equipment, assisting with aircraft parking, processing fuel and cash sales, and providing customer service to pilots, passengers, and companies. Additional duties involve routine inspections, FOD management, housekeeping of airport grounds, and maintaining records of hangars and long-term parking. This position also assists in maintaining airport lighting, placing NOTAMs, quality control of aviation fuel, and driving various vehicles to support airport operations. The class works under supervision according to standard procedures and strict safety protocols, but also independently as required.

· Refuels aircraft.

· Receives fuel shipments and performs fuel quality control.

· Positions, tows, parks, and secures aircraft, and maintains radio advisory communications.

· Processes fuel and miscellaneous sales.

· Maintains buildings and hangars.

· Maintains airfield lighting.

· Maintains airfield grounds and equipment.

· Inspects operational surface areas, including Foreign Object Damage (FOD) management.

· Provides professional and courteous customer service.

· Performs administrative functions and computer work, including maintaining product inventory and fuel ordering.

· Inspects safety equipment, including fire bottles.

· Performs routine vehicle inspections.

· Handles special projects.

· Completes recurrent training.

· Maintains records of hangars and long-term parking.

· Conducts routine inspections, including runway, ramp, and hangar inspections.

· Manages FOD (Foreign Object Damage).

· Places NOTAMs (Notices to Airmen).

· Drives and operates fuel trucks, passenger vehicles, and rental cars.

· Performs housekeeping duties inside and outside the terminal.

· Delivers catering to aircraft, as needed.

· Provides stormwater inspections.

· Manages and communicates on UNICOMM for inbound and outbound aircraft.

· Performs other related duties as assigned.


Requirements

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • General aviation knowledge, including familiarization with applicable Federal Aviation Administration rules, regulations, and policies. 
  • Aircraft and airport operational procedures as outlined in the Aeronautical Information Manual, as well as an understanding of incident/accident management protocols and reporting requirements as defined by the National Transportation Safety Board.
  • Fueling procedures, specific to various aircraft types (airplanes/helicopters) and classifications, which include turbo jet, turbo propeller, and reciprocating piston.
  • Fuel quality control and testing utilizing strict procedures mandated by fuel suppliers and the International Air Transport Association.
  • A full understanding of the classification and identification of applicable hazardous aviation materials, substances, compounds, and fluids to include their management, storage, containment, and disposal. Also, knowledge of industrial safety protocols to include the use of Personal Protective Equipment.
  • Ability to operate complex aviation fuel storage facilities and associated mobile refueling equipment.
  • General mechanical, electrical, plumbing, and carpentry skills required for the maintenance of facilities, equipment, and lighting.
  • General office skills, including a working knowledge of Microsoft Office (Word, Excel, and Outlook), phone etiquette, credit card processing, inventory management.
  • The ability to work in a professional capacity with flight crews, passengers, the public, and co-workers in a fast-paced environment. 

EDUCATION AND EXPERIENCE:

High School diploma, GED, or specialized vocational training. Experience working in airport operations or related setting; or equivalent combination of training and experience is preferred.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS: 

Required:  Valid driver's license.

Preferred: Experience in airport/aircraft operations and/or pilot certifications.

PHYSICAL DEMANDS: 

The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects.

This position has the following special vision requirements: close vision (clear vision at 20 inches or less); distance vision (clear vision at 20 feet or more); color vision (ability to identify and distinguish colors); peripheral vision (ability to observe an area that can be seen up or down and to the left and right when vision is fixed on a given point); adjust focus (ability to adjust the eye to bring an object into sharp focus).

WORK ENVIRONMENT: 

Work is performed in a demanding indoor and/or outdoor work environment; may encounter weather, noise, odors, extreme temperatures, vibration, moisture, humidity, dust, fumes, gases, electrical hazards, mechanical hazards, chemical hazards, burn hazards, and or moving mechanical parts.
